Description
NASA/JSC plans to issue a Request for Proposal (RFP) for the following Commercial item/services: NASA has a need to obtain data to evaluate the e-Moli Lithium Ion ICR 186501 cell performance and complete sizing analysis of a battery for the Advanced Hydraulic Power System (AHPS) upgrade. The scope of the effort involves completing performance acceptance tests, electrical and thermal performance tests, and electrical, mechanical and thermal abuse tests on at least 140 NASA provided cells. The main deliverable is a test report with an electrical sizing analysis of the battery necessary to meet the EAPU specification. The contractor shall provide all materials, tooling, test equipment, test facilities, and labor required to compelte the testing, sizing analysis and reporting within nine months ARO. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 541380 and $6,000,000, respectively. The anticipated release date of RFP 9-BH13-H26-03-58P is on or about October 29, 2003 with an anticipated proposal due date of on or about November 12, 2003. All responsible sources may submit a proposalwhich shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). All contractual and technical questions must be submitted in writing (e-mail or FAX) to Michele Ladrach at michele.h.ladrach@nasa.gov, or fax at 281-244-5331 not later than October 14, 2003. Telephone questions will not be accepted.
