Description
This solicitation covers a 100% small business set aside acquisition of Jackets, Flyer?s, Leather, G-1. NSN 8415-00-268-7797(s). The base year is for min 7,000/max 15,000. Two mandatory one-year term options will be required, each with min 5,000/max 15,000. MIL-J-7823E(AS) dated 15 January 1971 and amendment 3 dated 18 October 1984. Production lead-time is 150 days, with 12 monthly deliveries to New Cumberland, PA and San Joaquin, CA, FOB Destination. Best Value procedures will be used. Evaluation factors are Product Demonstration Model, Experience/Past Performance, and DLA Mentoring Plan. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles as the commodity center from which notices will be sent. Most specifications are also available to download at http://assist.daps.dla.mil/online/start/. You do not need to register with ASSIST to download documents. Click on ?Quick Search? on the left-hand side to search for a specification. IMPORTANT NOTICE ON FOREIGN CONTENT: The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies. Under clause DFARS 252.225-7012, Preference for Certain Domestic Commodities (FEB 2003), the components of the Jacket being procured under this solicitation must have been grown, reprocessed, reused, or produced in the United States, its possessions, or Puerto Rico. Goatskin is available domestically in sufficient and reasonably available quantities of a satisfactory quality. Accordingly, under FAR 25.104(a), offerors and contractors may not treat foreign components of the same class or kind as domestic components. A DOMESTIC SOURCING CONFERENCE will be held on Thursday 13 November 2003 at 9:00 am at the Hilton Philadelphia Airport, 4509 Island Ave. Leather producers, finishers, and suppliers, and leather jacket manufacturers are welcome to attend. Discussions will be held on Berry Amendment restrictions and the technical requirements of the leather to be used in these jackets.
