*NAICS CODE: 237310 Highway, Street, and Bridge Construction *SMALL BUSINESS SIZE STANDARD: $28.5 million *THIS PROJECT IS SET ASIDE FOR SMALL BUSINESS *TITLE OF PROJECT: Construction of Shuttle Transfer Facilities *GENERAL: The National Park Service, Department of Interior, is soliciting proposals from construction firms to furnish all labor, materials, equipment, supervision, and expertise necessary to perform all operations required for successful completion of the above-named project. This solicitation will be issued electronically, on the Department of Interior's National Business Center (NBC) web site at http://ideasec.nbc.gov and at the Governmentwide Point of Entry at www.fedbizops.gov. Paper copies of this solicitation will not be made available. Proposal documents will be available in Microsoft Word, HTML, and Adobe PDF formats. Specifications will be available in Adobe PDF format, and drawings will be available in TIFF format. Offerors wishing to receive electronic notification of changes will need to register to receive notification of this specific solicitation at http://ideasec.nbc.gov. This service is provided for convenience only and does not serve as a guarantee of notification. No other notifications will be sent. *APPROXIMATE SOLICITATION ISSUE DATE: October 22, 2003 *APPROXIMATE PROPOSAL RECEIPT DATE: November 20, 2003 *DESCRIPTION: The work of this contract consists of construction of the Netul Landing Shuttle Facilities at Fort Clatsop National Memorial in Astoria, Clatsop County, Oregon. The Netul Landing, a transportation hub connecting Lewis and Clark sites, will become the park entry point and visitor access shuttle stop to Fort Clatsop during the Lewis and Clark Bicentennial Celebration. Netul Landing, located 1 mile south of the Fort Clatsop Visitor Center along Fort Clatsop Road and Lewis and Clark River, is a former log sorting deck that will be rehabilitated for visitor facilities. Specific facility development will include a 1,600-square-foot shuttle shelter and concrete plaza, vault toilet, roadways, and a 70-vehicle parking lots, power and telephone utilities, and site improvements. *TYPE OF PROCUREMENT: The Government anticipates award of a negotiated firm-fixed-price contract requiring submission of both a technical proposal and a price proposal. The government will consider an offeror's technical capability in comparison to its price. *ESTIMATED PRICE RANGE: $750,000 to $1,500,000 *COMPLETION DATE: June 1, 2004 *Proposal receipt date is approximate; actual date will be established at the time proposal documents are available. *All responsible small business sources may submit an offer, which if submitted in a timely manner, will be considered. The National Park Service encourages participation of disadvantaged and women-owned business enterprises. *In order to download a copy of the solicitation, vendors will be asked to register their company with the electronic commerce website.
