Description
This announcement is a follow-on to the "Research and Development Sources Sought" advanced notice, Reference Number IBDEMO-SS, posted to the FedBizOpps website on August 1, 2003. With this posting, DARPA is announcing its intent to issue a formal Request for Proposal (RFP Number MDA972-03-R-0001) for the Immune Building Demonstration (IB Demo) program on or about October 24, 2003. This Research and Development effort is for the design, build, installation, and demonstration of an operational "Immune Building" and represents the final phase of DARPA's IB Demo program. DARPA intends to award a single contract to a prime contractor (system integrator) to carry out the full IB Demo effort. Based on responses to the above referenced Sources Sought notice, and information gathered during the IB Demo Program Brief/Tutorial and Bidders Brief, it is DARPA's intent to make the formal RFP available to all potential offerors wishing to respond. Information regarding the IB Demo program, to include a Draft RFP, is currently available to all potential offerors at https://dtsn.darpa.mil/ibdemo. Access to this site requires registration. Accordingly, Organizations/Individuals interested in responding to the formal RFP are required to register on the IB Demo website by October 21, 2003. Potential offerors who have previously registered to the Immune Building site are not required to do so again. This site will continue to be updated on a regular basis and will serve as the means by which potential offerors will be able to access the formal solicitation and any subsequent amendments thereto. After the RFP is closed, the IB Demo website will be restricted to those who have submitted proposals and, thereafter, will provide offerors administrative updates regarding DARPA's progress on evaluations/source selection. The formal Immune Building Demonstration RFP will be unclassified; however, some of the design details will be contained in an attachment that has been classified as "SECRET". Individuals/Organizations who wish to receive access to the classified attachment must have current US clearances and approved classified information storage facilities. Further information regarding access to the classified attachment can be found on the IB Demo website. All questions regarding this announcement and/or the Immune Building Demonstration program, in general, must be sent from the IB Demo website.
