- DUE TO THE SHIPS OPERATIONAL COMMITMENTS THE ONLY AVAILABLE SHIP CHECK FOR THIS WORK IS 16-17 OCTOBER 2003, FROM 0800 - 1400, ON THE POLAR STAR. THE SPECIFICATIONS WILL NOT BE AVAILABLE FOR THE SHIP CHECK. THIS SHIP CHECK IS AVAILABLE FOR CONTRACTORS TO SCOPE JOB AND THE LOAD PATH FOR MOVING THE ENGINE BLOCKS OUT OF AND INTO THE SHIP. TO SCHEDULE A SHIP CHECK CONTACT THE CONTRACTING OFFICER ABOVE TO ARRANGE BASE AND SHIP ACCESS. The Maintenance and Logistics Command Pacific, Naval Engineering Division intends to contract for main diesel engine block replacement and center section overhaul and miscellaneous repairs to shipboard systems on either the Polar Star or the Polar Sea. This work is to be accomplished dockside at the ISC Pier 37, Seattle, WA. Summary of work to be performed is as follows: Production Control (GANTT Bar Chart Provide); Main Diesel Engine Block Replacement and Center Section Overhaul (ALCO 16V251F) for 3 or 4 engines (depending on cutter) which includes unshipping/shipping engine blocks (including load path), disassembly/reassembly of engines using CFE/GFE parts, and final performance testing with signature analysis; Ship Service Diesel Engine Center Section Overhaul (ALCO 8V251F) for one engine using CFE/GFE parts; Jacket Water Cooler Installation of new, upgraded coolers for each of three ship service diesel engines; Turbocharger Installation of new, upgraded turbochargers for two ship service diesel engines (Polar Star only); Temporary Services, Dockside Provide. Period of performance will commence 12 May 2004 and conclude 30 August 2004. Solicitation will be issued on or about February 02, 2004 with a proposal closing date of March 05, 2004. This solicitation is a Total Small Business Set-Aside. For Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital assistance for transportation-related contracts, loans are available under the DOT Short Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000. For further information concerning the STLP call the OSDBU at 1-800-532-1169. The solicitation will be available via electronic means on the FedBizOpps website at www.eps.gov; drawings will be provided upon request in CD-ROM format only. The specifications package will be posted at www.Fedteds.gov, in order to open and download the specifications, the contractor must register in FedTeds using their CCR data. Email will arrive in 48 hours to contractor authorizing access. A link to the specification will be made available at the www.fedbizopps.gov site when the RFP is posted.
