- REQUEST FOR INFORMATION The Department of Commerce, National Oceanic & Atmospheric Administration (NOAA) intends to procure information technology services for the Damage Assessment and Restoration Program (DARP). This program is a critical component of the NOAA mission to protect and restore coastal and marine resources. The purpose of the procurement is to use information technology services to aid the DARP mission. The services to be procured include all that is necessary to meet the information technology mission of the DARP. A Statement of Work is attached. These services will be procured through the General Services Administration (GSA) Federal Supply Service (FSS), Multiple Award Schedule (MAS), entitled General Purpose Commercial Information Technology Equipment, Software, and Services, Group 70. Award of a single Time and Materials Delivery Order is contemplated for a period of sixty months. The Government estimates that approximately 3,000 hours per year will be required to complete the requirements. Interested firms shall provide a written response to this request no later than Noon in Silver Spring, Maryland on October 24, 2003. The response shall be submitted electronically in MS Word to Mitchell.J.Ross@noaa.gov and in paper version to Mitchell J. Ross, Contracting Officer, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7604, Silver Spring, Maryland 20910. The response shall be no more than ten pages and shall include the following: " Description of Firm o Summary & Primary lines of business o Ownership form and structure o Management Structure & Organization Chart o Location o Business Summary " Summary Financial Statements " Banking Relationship - Credit Facility " Suspensions, Debarments, Terminations " DUNS Number " Tax Identification Number " Points of Contact - Names, phone, fax, email o Key Personnel " Responsible Officer " Responsible Manager " Staff " Capacity to Perform the Work Described o Summary o Understanding & Knowledge of Information Technology Services o Knowledge and Understanding of NOAA - DARP o Management of this Effort " Past Performance o Relevant Experience o Quality of Performance " Price o Relevant Categories and Hourly Rates o MAS Group 70 IT Schedule Contract Number o Discounts " Comments & Recommendations o Statement of Work o Contract Type o Evaluation Process o Other Firms must submit a complete response. An original and four copies shall be submitted as well as the electronic version in MS Word. A one page letter shall cover the response signed by an individual authorized to commit the firm. The electronic version shall be in the form of an email with one attachment. That single attachment shall contain all content and shall be sized less than five megabytes. The Government will not be liable for any costs incurred in response to this request. Each response shall be on 8-1/2 x 11-inch paper, in a commercially standard font, not smaller than size 10 (excluding separately created artifacts included within the text). The response shall be secured by simple stapling with the cover letter as the first page and shall not contain any elaborate binding. Each page in the response shall be separately numbered in Arabic numerals. A page of paper printed on both sides is considered as two pages (if using double-sided pages, the front side would be page 1, the reverse side would be page 2). The response shall not include brochures, newsletters, or other marketing materials uniquely created for this procurement. Elaborate artwork and expensive paper, bindings, visual or other presentation aids are discouraged The responses to this Request for Information will form the basis for requesting a number of firms to attend briefings by DARP and to quote.
