****************Amendment 0003**************The purpose of this amendment is to rescind the previous amendment, dated 11 Sep 03 that cancelled the solicitation. The solicitation is hereby reinstated and the evaluation process will continue.******END OF AMENDMENT 0003**********HUBzone sources sought to perform aircraft washing services. The contractor shall provide all management, tools, supplies, equipment, vehicles and labor necessary to ensure that Aircraft Corrosion Prevention Cleaning Services are performed at Charleston AFB, South Carolina in accordance with standards established by the U.S. Department of Defense, the United States Air Force, the Air Mobility Command, and Charleston AFB. Contractor tasks include: C-17 Prewash/Postwash, C-17 Complete Wash, C-17 Flightline Midcycle Wash, Static Display Aircraft Wash, C-17 Clear Water Rinse, C-17 Complete Major Interior Cleaning, C-17 Complete Minor Interior Cleaning, C-17 Underfloor Wash, C-17 Landing Gear Wheel Wash, and C-17 Component / Area Spot Wash. An indoor wash rack facility is provided. The Charleston AFB Aircraft Corrosion Prevention Cleaning Services operation is a seven-day a week, twenty-four hour a day operation. The contractor shall provide aircraft corrosion prevention cleaning services for aircraft assigned to Charleston Air Force Base. At times, transient/enroute aircraft may have a requirement for cleaning services which will be provided by the contractor. Static display aircraft assigned to Charleston AFB will be washed as requested from the government. All wash servicing tasks will be preformed in accordance with the applicable aircraft Technical Order (T.O.). General tasks are to be performed in accordance with general T.O.s and applicable Air Force Instructions, Command Instructions, Base and Wing Instructions, and Logistics Group Operating Instructions (LOI?s). Frequently used T.O.s and instructions are available at the Wash Rack Office. All other T.O.s and instructions are available in the 437 Quality Assurance office. This office is open twenty-four hours a day, seven days a week. A firm-fixed price, base + 4 option year contract is contemplated with a possible additional 5 year option period based on performance. This action is being considered for 100 percent set-aside for HUBZone small business concerns. Interested HUBZone small business concerns should indicate their interest to the Contracting Officer, in writing, as early as possible but not later than 15 calendar days of this notice. As a minimum, the following information is required: (a) copy of the certificate issued by SBA of your qualifications as a HUBZone concern; (b) positive statement of your intention to submit a proposal on this contract as a prime contractor; (c) evidence of experience in work similar in type and scope over the last 3 years to include contract numbers, project titles, dollars amounts, and points of contacts and telephone numbers. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested HUBZone concerns. Failure to submit all information requested will result in a contractor not being considered as an interested HUBZone concern. If adequate interest is not received from HUBZone concerns, the solicitation will be issued as a 100 percent set-aside for small businesses. The applicable North American Industry Classification System (NAICS) code is 488119 with a small business size standard of $6,000,000. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. It is anticipated the solicitation will be issued electronically on or about 1 April 03 on the Federal Business Opportunities web page at http://www.eps.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award. Those unregistered in CCR may do so by calling 1-800 334-3414 or by visiting www.ccr2000.com. Registration requires applicants to have a DUNS number from Dunn and Bradstreet. Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Anticipate award by 1 Sep 03. Primary point of contact: 1Lt.
