Description
FISC Norfolk Det. Philadelphia intends acquire management and programmatic administrative services in support of the Bureau of Medicine and Surgery, Directorate of Medical Resources, Plans & Policies on a full and open competitive basis. Subject services will aid BUMED in the identification of the best biomedical science and technology (S&T) requirements. The contractor shall be responsible for developing data and records necessary to the development of program sponsor budget information, project management criteria, requirements tracking, and resource needs for proposed and ongoing biomedical research. Assistance in the following areas is also required: development of multimedia support consisting of graphics support, presentation support and development of web page information; development and maintenance of the Program Manager?s (M2) Web Page, an information management system, and database applications. The Government also requires assistance in process analyses and technical analyses that will permit the continuance of functions and the maintenance of business processes that support BUMED missions. Accordingly, the contractor shall plan, organize and conduct a biannual VANAGUARD S&T Wargame to identify and prioritize biomedical S&T requirements. The contractor shall plan, organize and conduct an annual BUMED Advanced Research Technology Engineering and Manufacturing Development Research Project Peer Review Program. As necessary, the contractor shall plan and conduct follow-on workshops using subject matter experts. Services are required for a one year base period of 01 Jan 03 through 31 Dec 04 and four one-year option periods. Award of a contract with Time and Material and Firm Fixed Price components is anticipated. The Request for Proposal (RFP) will require submission of price and technical offers. Release of the RFP will be via the internet only. Interested parties may download the RFP upon it?s issuance from www.neco.navy.mil. It is imperative that interested parties review the NECO website frequently for updates/amendments. The applicable NAICS is 541690 ?Other Scientific and Technical Consulting Services?; the size standard is $6MIL. Numbered note #26 applies.
