Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and FAR Subpart 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. OFFERS ARE BEING REQUESTED. This solicitation is issued as a Request for Proposal (RFP). The provisions and clauses in effect are hereby in-corporated through Federal Acquisition Circular 2001-15. This procurement is issued as an unrestricted, Commercial Item solicitation. The NAICS code for this procurement is 541612. The government estimates that approximately 400 hours will be required for this effort. The purpose of this solicitation is to retain an executive recruiting firm to conduct a search for an Executive/Corporate Administra-tive Assistant for the Executive Director of this Agency. The proposals shall address: 1) Experience in Executive corporate and legal placements in general; 2) Experience in federal executive and legal placements; 3) Placements in positions requiring experience at the executive-level secretarial and administrative support activities of an agency with approximately 100 employees; 4) The firms plan for securing the most qualified candidates for the position; and 5) The firm?s fee structure. Note: Firms may not charge fees to individuals referred for employment. Firms will be evaluated based upon the five evaluation criteria listed above. Experience in the third and fourth criteria are more important than the other three criteria. Qualified candidates will also be solicited through the U.S. Office of Personnel Management, the agency?s web site, state em-ployment services, and relevant national news organiza-tions. Interested candidates will be directed to contact the search firm selected through this request for proposals. The Evaluation Factors are Technical and Past Performance. While price will be evaluated, it will become more important as Technical and Past Performance factors become more equal. Firms deemed, ?Best Qualified,? must be prepared to make a presentation at the Agency offices at 1250 H. Street, N.W., Washington, D.C. The Agency reserves the right to award without discussions. All candidates will be given equal consideration. The Federal Acquisition Regulation (FAR) web site is www.arnet.gov/far. Federal Acquisition provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Offerors shall complete FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items applies to this acquisition. FAR clause 52.212-5, Contracts Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this procurement. The following clauses within clause 52.212-5 apply: 52.222-21, Prohibition of Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-36, Affirmative Action for Workers with Disabilities; 52.225-13, Restrictions on Certain Foreign Purchases; 52.232-34, Payment by Electronic funds Transfer Other Than Central Contractor Registration; 52.222-41, Service Contract Act of 1965, as Amended; 52.222-44, Fair Labor Standards Act and Service Contract Act Price Adjust-ment. An original and one copy of the proposal must be submitted to the Federal Retirement Thrift Investment Board, Attn: Angela Allen, 1250 H. Street N.W., Suite 200, Washington, D.C. no later than 3:00 pm Eastern Time on October 17, 2003.
