- The U. S. Coast Guard intends to solicit water taxi services between ISC Honolulu and MSO Pier 4, Honolulu Harbor, Honolulu HI. FFP requirement consists of providing qualified crew to operate a USCG owned 26' vessel, up to 8 passengers. IDIQ requirement consists of the contractor providing a similar vessel and qualified crew under certain conditions. Hours of Service -0600 to 1700 hrs, M-F, excluding Federal Holidays and Weekends. Conducted under FAR 13.5, with past performance and technical evaluation factors. Basis of award - responsible, technically acceptable, low price offer. Base and four, one-year options evaluated.
