- The U.S. Department of Agriculture (USDA), Visual Communication Center is seeking a full service, full support services of an experienced communications company to provide a unique blend of coordination, planning, concept development and leadership facilitation, as well as the usual creative services provided by an advertising agency. The resulting contract shall be an indefinite delivery-indefinite quantity requirements type contract. The contractor shall perform to the standards in the contract for one base year with four option years. The purpose of the contract is to provide rapid high-end quality project development and execution of National Education Communication Campaigns Project in support of legislated program information activities. Independently, and not as an agent of the Government, the contractor shall provide all personnel, equipment, tools, materials, supervision, facilities and other items and services necessary to perform as defined in the Performance Work Statement (PWS). The contractor facility must be located within 500 miles radius from Washington, DC. USDA Visual Communications Center shall provide design direction, standards and general specifications to follow. USDA Visual Communication Center uses the Macintosh computer platform, computer aided work produced by the contractor must be usable by Macintosh. It will be the responsibility of the contractor to use Macintosh produced material by the Visual Communication Center and to ensure cross platform compatibility as well as maintain up to date with applications used by the Center. It will be the responsibility of the contractor to ensure that no copyright infringement is incurred in the creative development process of projects. The Government, USDA Visual Communication Center shall have full, complete ownership of all slogan, copy writing, designs, illustrations, photography and any other creative work produced to fulfill the requirements of the contract. This includes all creative material produced by the contractor and those material bought from subcontractors and other vendors (stock photography suppliers, etc.) for each project, to assure that full ownership rights pass to the USDA Visual Communication Center. The solicitation will be available and distributed solely through the Government Point of Entry (GPE) Federal Business Opportunities web site http://www.fedbizopps.gov/. All future information about this acquisition, including solicitation/amendments will be distributed solely through the web site. Interested parties must obtain a DUNS number and register in the Central Contractor Registration (CCR) in order to transact business with USDA.
