- Under authority of 41 U.S.C. 253 (c ) (1), the VA Medical Center, Dayton OH intends to issue a sole source award to Plexus Institute to provide the second phase of Innovative Thinking for VA Change within VISN 10. Facilitators are required for November 3 through November 5, 2003 to provide a workshop for 42 Executive Leadership Counsel healthcare executives. The facilitators are to be expert healthcare professionals with extensive knowledge and expertise in complexity concepts, innovation, and their practical application to healthcare organizations. The workshop shall be tailored to apply complexity concepts to the function of executive leadership in the VA?s VISN 10 and shall build upon the content of the first complexity theory workshop for health care providers. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements and intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is not a request for competitive proposals. Solicitation packages are not available. The Contracting Officer will make the determination whether to compete this proposed action based on responses received. Qualified parties must submit their information in writing to the VA Medical Center, Contracting Officer (90C), Attn: Les Bodine, 4100 West Third Street, Dayton OH by OCTOBER 20, 2003, 11:00 AM, EST.
