Description
You are invited to submit a budgetary quotation under Request For Quotation number F41689-03-X-0715 to furnish training as outlined in the attached Performance Work Statement. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. Performance Work Statement. 1. Scope. a. Training is required by the Royal Saudi Air Force (RSAF) in support of operating and maintaining the ALQ-135 Band 1.5 Countermeasures System. b. The training method is Contractor, Type 1 Special Training procured by the Air Education and Training Command (AETC) managed by Air Force Security Assistance Training (AFSAT) and presented under the auspices of the Security Assistance Training Program. Aircraft pilots and EWO students will require MTG operator training. Maintenance technicians will require Intermediate Level Maintenance (IM) training to remove and replace components that have failed and to perform routine adjustments, periodic inspections, and preventative maintenance as recommended and authorized by the manufacturer and technical data. c. Training will be unclassified. The contractor shall provide training derived from approved course documents reflecting the training course content and duration. d. Currently there is no start date for training and number of students are yet to be determined. e. Training will occur within the CONUS and/or INCO. f. Course length instruction hours are based on the actual student interface hours with the instructor in the learning environment. Training will include combinations of formal classroom instruction and necessary ?hands on? practical experience allowing students to complete all training tasks unsupervised and using approved technical data. 2. Student Prerequisites. a. Aircraft pilots and EWO Students will have a minimum English Comprehension Level (ECL) of 80 and maintenance students will have a minimum ECL of 70, as documented by the USG security assistance officer in Saudi Arabia. The least capable student will be expected to ?understand spoken English and fully comprehend operations and technical manuals.? 3. Student Support. a. Student Housing: If training is CONUS, housing is the student's responsibility. If training is In-Kingdom, housing is the country?s responsibility. b. Student Ground Transportation: If training is CONUS, transportation is the student's responsibility. If training is In-Kingdom, transportation is the country?s responsibility. 4. Other Considerations. a. All instruction and technical information will be in the English language. b. The contractor will use USG Joint Travel Regulations (JTR). The contractor will be responsible for obtaining country clearances, a secret security clearance, and a visa, if required.
