- ACQUISITION DESCRIPTION Subject: Request for Proposal for SBLC Life Cycle Management Support, RFP FA8771-04-R0002. HQ SSG/AQC-ST/EN has determined a requirement exists which will fit the type of advisory and assistance service under Information Technology Services Program II (ITSP II) provide. All ITSP II firms are requested to provide a competitive offer under the terms and conditions of your ITSP II Blanket Purchase Agreement (BPA). We invite you to submit a competitive cost proposal and a technical solution and Performance Based Statement of Work (PBSOW) in accordance with attached RFP letter.
