- Description
- This is a synopsis for commercial services prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. Contractor will produce and distribute the Scott Air Force Base Newspaper. This publication is subject to the requirements of Air Force Instruction 35-101, Chapter 5 and the regulations and instructions incorporated therein by reference, and to the conditions and agreements as contained therein by references. The resultant contract will be a concessionaire contract. No appropriated funds of the government shall become due or paid to the contractor by reason of the resultant contract. This requirement is restricted and has been set-aside for 100% small business participation. This is a Request for Proposal (RFP). There will be no public bid opening. Award will be made based on the ?Best Value? to the government accordance with FAR Parts 12 and 15. The associated North American Industry Classification System (NAICS) code is 511110 and the small business size standard is 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-16. The solicitation will issue on or about 29 Oct 2003, which can be accessed at http://www.eps.gov. The offeror is responsible for monitoring this site for the release of changes to the solicitation and any subsequent addendums(s). Paper copies of the solicitation are not available. The only methods for receipt of proposals shall be in written form that complies with the guidelines contained in the solicitation. Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration(CCR) program. The CCR website is http://www.ccr.gov. Proposals may be sent to the attention of SrA Latasha D. White at the 375th Contracting Squadron, 201 E Winters St. Bldg. 50, Scott AFB, IL 62225-5010 via U.S. mail or drop off. Ensure all proposal envelopes are marked ?SOURCE SELECTION SENSITIVE? and the Solicitation FA4407-04-R-0001 is referenced on it and all additional correspondence pertaining to this requirement.
