Description
The Department of the Army, TACOM-ARDEC is interested in establishing a contractual relationship with an educational or other non-profit institution with an established multi-disciplinary DOD engineering research and development capability that the Army can leverage in order to provide rapid, cost-effective support across the full range of its specific mission needs. Demonstrated expertise and facilities infrastructure are required in the following technology areas determined to be essential to support current and future Army programs and research initiatives: materials research and manufacturing process development; propulsion and energetic research; component and system manufacturing modeling & simulation; sensor technology, and information processing; acoustics; Homeland Defense and non-lethal defense; and environmental sciences. This will include knowledge, DoD experience, qualified personnel, and state-of-the-art facilities in the following specific areas, as evidenced through Centers of Excellence and consortia, nationally recognized scholarship, estalished interdisplinary initiatives, accomplishments on previous DoD programs, and the like: 1) Advanced Materials and Process Development, to include casting, welding, forging, powder metallurgy, spray forming, laser and plasma processing incorporating robotic systems, electron beam-physical vapor deposition, high-velocity particle consolidation ("cold spray"), composites fabrication and testing, near net shape forming, extrusion, heat treating, annealing, CAD/CAM, reverse engineering, rapid prototyping, electro-optics technology development and testing, and nanofabrication capability, including a Class 10 clean room. 2) Materials Characterization and Inspection, including high-resolution electron microscopy, micro-chemical analysis, surface analysis, scanning probe microscopy, and depth profiling, tribological and fatigue testing, and ultrasonic nondestructive evaluation. 3) Propulsion and Energetics analytical and experimental capabilities, including CFD codes for flow and combustion analysis, and diagnotics including FTIR, PIV and mass spectroscopy, as well as propellant and explosives characterization. 4) Modeling and Simulation, both on the component and system level, including simulation-based design and analysis capability employing secure workstations, 3-D immersive visualization ("CAVE") capability, and networked collaborative design and analysis software systems. 5)Sensor and Information Processing, including design fabrication and testing of tactical decision aids to include remote data signature collection, sensors for NATO testing and Homeland Defense programs, condition-based maintenance sensor, and processing technology for prognostic assessment of component/system health. 6) Acoustics, including active vibration and acoustic control computer modeling of machinery vibration and noise, process control and diagnostics, advanced sensor design and applications, and structural, environmental and physical acoustics. 7) Homeland Defense and Non-Lethal Defense, including intelligent control for sensor and response management, blast resistant structual materials, perimeter security, physical security assessments, emergency/special operations communications systems, unmanned surveillance platforms, chemical and biological agent detection systems, lightweight body and vehicle armor, and autonomous platform operation. 8) Environmental sciences, including the capability to assess environmental impact of new materials and processes, the use of state-of-the art process to convert air and water contaminants to materials more benign to the environment and less hazardous to exposed personnel, capability to detect and deal wit chemical and bacteriological warfare agents (CWA/BWA's), chemical anlysis and modeling of the spread of polllution and toxic agents and a knowledge of the environmental requirements of the DoD. 9) Demonstrated design and rapid prototyping and fabrication capabilities of components for key DoD systems. Capabilities incude design, fabrication, inspection, and testing of classified hardware. The intent is that the required support, where possible, will be based on the technology base and infrastructure investment that has been developed at such a multi-disciplinary institution. The contemplated contractual vehicle therefore will provide the US Army with an effective and efficient means to benefit technologically and economically from the related research that has been and continues to be conducted at the selected institution. The Institution must have an in-dept understanding of Army technical requirements and a successful track record of contract performance in satisfying these Army requirements. The Instituion must have a documented history of, and be structured to, provide objectivity and independence in performing research and development tasking for DoD sponsors. The institution must possess and maintain a Top Secret Facility Clearance with classified wide-area network access to be considered for this effort. This announcement was intended to be amended, however, the revised Gov't system will not allow for an amendment. In the future please refer to #W15QKN-04-X-0702 in place of DAAE30-03-R-0710.
