Description
The Department of the Interior, Minerals Management Service intends to award a time and materials, sole source contract to the Cardiovascular Research Foundation for expanding the content and infrastructure of the HeartHealthyWomen.org Website. This action is a follow-on procurement to contracts previously performed in part by the Cardiovascular Research Foundation. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Department of Health and Human Services Office on Women?s Health, Washington, DC. The HeartHealthyWomen website provides comprehensive gender-based information on cardiovascular disease in women. During the pilot phase (Phase I) of the project, the website infrastructure was built and educational content on coronary artery disease (CAD) was developed. This procurement will fund Phase II of the project. The purpose of this phase II proposal is to develop and add content on congestive heart failure (CHF) for both the patient and healthcare provider sections of the website, continue developing and adding content on CAD for both the patient and healthcare provider sections of the website, and further provide the infrastructure upon which to build additional modules or phases for expanded content and presentation format. Negotiations are anticipated with the Cardiovascular Research Foundation. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Cardiovascular Research Foundation is uniquely qualified as it is a non-profit organization with internationally recognized clinical expertise in interventional catheter-based therapeutics that bridges the fields of research, education, and clinical practice. There is no other organization in the United States with the wealth of data and research on the treatment of women with heart disease that can provide the required credibility and scientific rigor for the web site diagnosis and treatment information. Interested parties may identify their interest in and capabilities for the requirement by forwarding their information to the point of contact identified below. This notice of intent is not a request for competitive proposals. However, all information on capabilities received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
