Description
CLOSING DATE EXTENDED TO 17-OCT-2003 ONLY ACCEPTING OFFERS FROM FEDERAL SUPPLY SCHEDULE HOLDERS. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK DMLSS-FACILITY MANAGEMENT SYSTEM SUSTAINMENT SPECIALISTS NAVY BUREAU OF MEDICINE AND SURGERY FACILITIES DIVISION (M3M3) 1.0 Background As a result of the Functional Process Improvement Review of 1994, the Defense Medical Standard Support Automated Information System (DMLSS-AIS) was developed to support medical logistics management practices throughout the Military Healthcare System (MHS). DMLSS-Facility Management (DMLSS-FM) is a component of this system that provides standardized facility and plant assets management capabilities throughout Navy Medicine with: ? Work Request / Work Order Management ? Operations & Maintenance Management ? Space and Assets Management ? Project Management ? Regulatory Compliance (RC) ? Computer Aided Drafting & Design (CADD) Functionality ? Various integrated Commercial off the shelf (COTS) products DMLSS-FM is presently deployed to approximately 30 MTFs, managing approximately 10 million square feet of Navy Medicine?s nearly 16 million square feet of total assets. As DMLSS-FM is established as the mandatory standard facility management AIS throughout Navy Medicine, and as implementation of the DMLSS/Maximo IO occurs, the need for qualified DMLSS-FM implementation trainers and support personnel will become paramount. Therefore, Bureau of Medicine and Surgery, Facilities (M3M3) has an immediate need to establish worldwide DMLSS activation and support services for system implementation and training; database support; drawing usability, conversion and integration; and front-line functional support for Navy MTFs. 2.0 Description of Work Required The contractor shall provide technical and training support to M3M3 during system proliferation and sustainment of the DMLSS-FM-AIS. The contractor will ensure Navy interests are protected, Navy requirements are satisfied, and functional integrity is maintained at all affected Navy MTFs or support facilities. The contractor shall therefore represent M3M3 in properly supporting Navy interests in the activation and training of assigned facility management AIS applications and periphery systems. As time permits, limited input of critical elements of both field data and CADD will be necessary in the execution of this contract. Extensive travel (national and international) is required and estimated at up to 40 weeks. A minimum estimate of 50% of the effort will occur at remote locations both in and out CONUS. 3.0 Technical Requirements (Tasks): Task 1. The contractor shall represent M3M3 in the proliferation of DMLSS FM throughout Navy Medicine activities in support of enhanced facility management practices. The contractor must be knowledgeable in all DMLSS Releases and applications deployed in order to adequately support individual MTF requirements. Task 2. The contractor shall provide necessary services in support of validating, updating and maintaining data and drawings necessary to fully implement DMLSS-FM at Navy MTFs in compliance to DMLSS standards. As necessary, contract personnel will review and validate data and drawing accuracy and completeness. As time permits, limited input of data and actual drawing modifications are required to ensure and promote customer usability and familiarity. Task 3. Functional training: The contractor shall provide complete functional training support for implementation and sustainment of the DMLSS-FM application. This task shall include support for all applicable DMLSS Releases for testing, training, deployment, functional review, and system change request for future development consideration. Therefore, the contractor must be proficient in the functional knowledge and use of the DMLSS system and the COTS products. It is expected the bulk of this training will be at the remote on-site location. Task 4. The contractor shall act as the first line of support for technical and functional assistance for all Navy MTFs having implemented DMLSS-FM. This shall include both on-site and remote support via telephonic and/or electronic means. Task 5. The contractor shall provide additional services in the implementation of supporting applications and products necessary to enhance Navy facility management practices. These may include but are not limited to Interoperability (IO) with the NAVFAC Maximo AIS, future efforts of IO (FCA, etc) with Engineering Field Activities (EFA), and various reporting tools. Task 6. The contractor may be required to assist with future development efforts as a functional representative on Joint Application Development Working Groups (JADWGs) or other application development team as deemed appropriate. Task 7. CADD/Data Input / Modification. The Contractor may be required to accomplish significant on-site data input and / or drawing development / modification to further support DMLSS-FM activation and site improvements. Task 8. In-depth training for the COTS products: The contractor shall provide regional in-depth training sessions conducted by trainers intimately familiar with the software. Four two-week sessions, regionally distributed, at government locations, are envisioned during the contract period. The contractor shall coordinate all preliminary aspects of the sessions to include obtaining qualified instructors, ensuring pertinent content, solicitation of students, etc. 4.0 Government Furnished Materiel and Information 1. Point of contact within M3M3. 2. Access to relevant Facility Management documents. 3. Access to appropriate personnel for data collection, knowledge, and training. 4. Home based permanent office/workstation space, furniture, and administrative supplies for two contract individuals at a government directed location for the contract duration. Possible locations are limited to San Diego, CA; Washington DC area; and Fort Detrick, MD. 5. The two offices/workstations will be equipped with: Docked laptop computer system with network connectivity and periphery office equipment (printers, fax, etc), and telephone with long distance and DSN capabilities. 5.0 Required Deliverables Throughout the contract period, the contractor shall: 1. Provide recommendations for deployment and sustainment strategy in coordination with the Functional Expert at Naval Medical Logistics Command (NMLC) and Deployment Manager at Naval Medical Information Management Center (NMIMC). 2. Provide a summary of modifications required in data and architectural drawings necessary for the full implementation of DMLSS-FM at approved Navy MTFs. 3. Provide on-site and/or regional implementation and sustainment training to DMLSS-FM Facility Managers and other key personnel throughout Navy Medicine. Track the training by site and number of persons being trained and include this information in monthly reports as appropriate. 4. Provide front-line technical and functional support to DMLSS-FM activated MTFs and support activities, and assist with defining and submitting appropriate System Change Requests (SCRs) and technical support requests to the appropriate supporting entity. Track the support effort by site and number of contacts and include this information in monthly reports as appropriate. 5. Provide written monthly status reports (due NLT the 15th of each subsequent month) to the designated M3M3 and NMLC point of contact to include: (1) Contractor accomplishments for the reporting period; (2) Status of DMLSS and MAXIMO interface activation; (3) Problems experienced during reporting period; (4) Recommended resolutions to problems identified; and (5) Execution plan for the next three months with estimated costs. 6. Provide a written Final Report (due during the last month of the contract year), summarizing accomplishments and support during the entire contract period to the designated M3M3 and NMLC points of contact.
