- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N62467-04-Q-5701. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15 published 24 Jul 03 and DFARs Change Notice (DCN) 20030821. This acquisition is unrestricted. Standard Industrial Classification (SIC) code is 3088. Small business size standard is 500 employees. This acquisition includes Contract Line Item Number (CLIN): 0001 PORTABLE SHOWER TRAILER. Rental of portable shower trailer(s) for a minimum of four (4) months to include installation/set up and removal. Units will be permanently located at Naval Construction Battalion Center, Gulfport MS; therefore, holding tanks will not be required. Utilities to be provided by the Government. A sufficient number of trailers are required to provide facilities for a minimum of 25 persons (total) to shower at one time. A minimum of 6 showers must be separated from the others and include individual shower stalls and dressing facilities. The balance may be common (gang) showers with dressing areas for multiple users; however, individual shower stalls and dressing facilities are preferred. Each trailer must include lavatories with mirrors, toilets, hot water heater of sufficient capacity to provide hot water to the showers (gas or electric acceptable), air conditioning, and lighting. Delivery required 21 calendar days after receipt of purchase order at Naval Construction Battalion Center, Gulfport MS, FOB Destination. The following provisions and clauses apply: Provision 52.252-1 Solicitation Provisions Incorporated by Reference. This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Provision 52.212-1, Instructions to Offerors -- Commercial; clause 52.212-4, Contract Terms and Conditions -- Commercial Items; clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items (to include: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era); clause 52.232-33 Mandatory information for electronic funds transfer payment. Award will be based on lowest priced, technically acceptable offer. Technical proposal to include: Description indicating quantity of trailers being provided with floor plan; Description of required utility connections and locations; Availability, i.e number of calendar days after receipt of award for delivery and set up (Required NLT 12 November 2003 based upon receipt of award by 20 Oct 03). Price Proposal to show itemized cost for delivery/set up charge; monthly rental charge, and removal charge. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications -- Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the contract specialist to receive a copy. The following DFARs clauses apply to this acquisition: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items (including 252.225-7001 Buy American Act and Balance of Payment Program); Offers are due at ROICC Gulf Coast, 5302 6th Street, NCBC Gulfport MS 39501-5000 by 3:30 P.M.
