- Description
- The Naval Research Laboratory (NRL) has a requirement for technical and programmatic support for the Defense Research and Engineering Network (DREN) and Secret Defense Research and Engineering Network (SDREN). The requirement includes evaluating the security posture of approximately eighty High Performance Computing (HPC) user centers located throughout the United States. The contractor shall provide engineering technical support of network security, coordination, maintenance, intrusion detection setup, configuration management and monitoring support, computer emergency response support, computer application development and program management. The contractor shall provide, on a level-of-effort basis, approximately 5600 hours per year of analytical, scientific, technical, engineering and administrative support (i.e. engineers, computer scientists, data processors, and administrative support). The specific systems or areas of support expertise are anticipated to be the Defense Research and Engineering Network (DREN), Secret Defense Research and Engineering Network (SDREN), Intrusion Detection Systems (IDS), network engineering and administration, FASTLANE/ATM (KG-75), TACLANE/ATM/IP (KG-175), Naval Key Management System (NKMS), Network Encryption System (NES), DoD Information Technology Security Certification and Accreditation Process (DITSCAP), and encryption and authorization devices (such as Kerberos and secure ID). The Government anticipates a basic contract of one year with four one year options, that may be exercised at the discretion of the Government. The contractor must be able to receive and generate classified material, be authorized to use the services of Defense Technical Information Center (DTIC) or other secondary distribution center, and will have operational (OPSEC) requirements. A detailed statement of work and the minimum personnel qualifications will be issued with the solicitation. Paper copies of the Request For Proposal (RFP) will not be provided. The Government anticipates an award of a Cost Plus Fixed Fee (CPFF) term type contract. The North American Industry Classification System (NAICS) is 541511. The NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This requirement is 100 percent small business set-aside. All responsible sources may submit a proposal, which will be considered by the agency. NOTES: 1, 25, and 26 apply.
