Description
The General Services Administration (GSA) intends to issue a Request for Proposals (RFP) for a negotiated "Confidential" Bridging Design/Build Construction Contract for the Eisenhower Executive Office Building (EEOB) 17th Street Wing Security Modernization located in the Washington, D.C. The project will include a major modernization of approximately one-third of the building, and in addition, a new utility vault in the North Courtyard. All work will be performed in accordance with GSA authorized and approved standards. The selection process will utilize Two-Phase Design-Build Selection procedures in accordance with FAR 36.3 (which will continue the Design Excellence procedures currently underway) and Source Selection procedures in accordance with FAR 15.3. The selection process will include two phases: Phase I - Request For Qualifications (RFQ) leading to selecting a short list of design/build offerors, who will be invited to participate in Phase 2, the RFP competition and selection of the design/build offeror. The Phase I Technical Evaluation Factors will be published in the RFQ. A single firm fixed price contract may be awarded for all design beyond the concept stage and all construction services. The estimated construction cost is $50-$75 Million. The 2002 North American Industry Classification System (NAICS) Code is 236220 for this project. This solicitation is open to both large and small business concerns that maintain a Facility Security Clearance. However, this procurement is being made under the Small Business Competitiveness Demonstration Program. Although this procurement is open to large business, capable small, small women-owned and minority businesses are strongly encouraged to participate. The Government recognizes the talent existing in smaller businesses and encourages their participation in the modernization, repair, alteration and construction of Federal facilities. In accordance with Public Law 95-507, the offeror, if not a small business concern, will be required to provide the maximum practicable opportunities for small business concerns, women-owned small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals to participate as subcontractors in the performance of the contract. Large businesses shall be required to demonstrate a proactive effort to have participation from small, small disadvantaged, small woman-owned, small HUBZone and small veteran-owned businesses. An acceptable subcontracting plan must be approved and accepted prior to contract award. The pre-submission conference/site visit will be held at the White House Conference Center Truman Room located at 726 Jackson Place, NW, Washington, DC 20503 on October 31, 2003, 10:00am - 12:00 noon. Following the conference, the group will proceed to the site visit located at the Eisenhower Executive Office Building. It is the offeror's responsibility to contact Ms. Andre'a Grant, Administrative Assistant [Phone: (202)565-0041; FAX: (202)565-0046], to register for attendance no later than 4:00 PM, EST, on October 23, 2003, with the name, social security number and date of birth for all individuals planning to attend. This briefing is intended to review the scope of the project and submittal requirements, with emphasis on Phase I submittal requirements. The RFQ will be issued electronically on or about October 10, 2003, on the Internet at: http://www.fedbizopps.gov/. This site provides instructions for downloading the solicitation file. It is the offeror's responsibility to monitor the site for amendments (if any). It is requested that all interested vendors register to receive notification and register their firm as an interested vendor at this website.
