- Description
- The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with the University of Southern Mississippi for the acquisition of services to provide an operations manager for the Ocean.US Office and assist in the development of the design of the implementation plan for the coastal component for the Integrated Ocean Observing System (IOOS). The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Less than full and open competition is necessary because key individuals at the University of Southern Mississippi possess the expertise and experience in federal, University and private sector operational oceanographic and meteorological observing systems that are needed to guide operations at the Ocean.US Office during development of an implementation plan for the Integrated Ocean Observing System.
