Description
SOURCES SOUGHT SYNOPSIS (Not a Notice of Solicitation) The United States Air Force, 88 Air Base Wing, Wright-Patterson AFB, OH is seeking potential sources to provide technical support to perform Information Assurance (IA) duties, to include management of Automated Data Processing Equipment (ADPE), development and maintenance of Intranet WebPages and it?s associated Oracle database applications. The IA area will require knowledge of Air Force (AF) Regulation 33-202 and other AF and Department of Defense (DOD) regulations. Services will include but are not limited to management of a standalone and Foreign National program, and development and utilization of computer hardware and software for the area of research and development of new Non-Destructive Evaluation (NDE) methods. The NDE area will emphasize optimization of NDE measurements and analysis schemes. Familiarity with instrument controllers, and their application plus the unique issues and constraints that they present. The database application development will include planning and program, financial, project management, personnel and other databases; integrate and develop business intelligence tools in support of ad-hoc querying capability. This effort has been identified under OMB Circular A-76 and AFI 68-203, as a potential direct conversion to contractor performance for the Air Force Research Laboratory, Materials and Manufacturing Directorate, Wright-Patterson AFB, OH. The Air Force anticipates eventually conducting a competitive acquisition for the award of a contract. This effort is expected to be a five- year contract, a basic effort with four one-year options. Firms responding should indicate if they are a large business, a small business, a socially and economically disadvantaged business, or a woman-owned business. The general definition of a small business is one that is independently owned and operated, is not dominant in the field of operation in which it is proposing on Air Force contracts and its affiliates; and the annual receipts do not exceed $21M for the NAICS code, 541513. The Air Force reserves the right to consider a small business set-aside based on responses to this synopsis. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Respondents are further requested to indicate their status as a foreign- owned/foreign-controlled firm and any contemplated use of foreign national employees on this effort. Any information submitted by respondents to this sources-sought synopsis is voluntary. The Air Force does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited. Respondents should not construe this synopsis as a commitment by the Air Force for any purpose. All interested firms should submit a capabilities package that demonstrates capabilities, expertise, and relevant past performance (a maximum of 3 contracts) relating to this effort as specified in paragraph one of this synopsis. Page limit for each response is 10 pages. In addition, the response should include the firm?s understanding of DOD and Air Force organizational structure, roles and responsibilities.
