Description
RFP RELEASE FOR NELLIS AFB, NV, MILITARY FAMILY HOUSING PRIVATIZATION WILL OCCUR ON 10 OCTOBER 2003. PSC Military Housing Company (PCSMHC), acting on behalf of the Air Force Center for Environmental Excellence (AFCEE), and the Air Combat Command, is pleased to announce the release of its Request for Proposals for the Privatization of Military Family Housing at Nellis Air Force Base, Nevada. Please note that "Step One" proposals are due no later than 5:00 p.m. local time 13 November 2003, at the offices of PSCMHC. PSCMHC intends to employ a two-step RFP process. In the first step, each prospective offeror (or offeror team) will submit written evidence of its qualifications, experience, references, access to financial resources and a brief summary of its approach to the Nellis AFB project. PSCMHC, with Air Force concurrence, will pre-qualify those offerors that satisfactorily demonstrate their financial and technical capability and understanding of the requirements of the Nellis project in accordance with the RFP. Up to five qualified offerors will be invited to submit fully specified technical and financial proposals in the second step. PSCMHC will evaluate proposals on the basis of evaluation criteria stated in the RFP and recommend a Successful Offeror (SO) to the Government. The Nellis Project involves the construction of 815 units, renovation of 363 units and the demolition of 915 existing units during the initial transition period and the replacement of 350 units in the outyears. The objective of this initiative is to provide quality management for the 1,278 unit housing community for a lease period of at least 50 years. The Government expects to contribute leased real property and may subsidize the project's financing to the degree necessary to enter into an agreement with the successful private offeror. The Successful Offeror (SO) will contribute cash equity, will obtain private sector debt, and will be responsible for managing and operating the Nellis family housing inventory. This transaction is not subject to requirements of the Federal Acquisition Regulation. The RFP is available at http://www.pscmhc.com.
