Description
The United States Air Force (AF) and Ernst & Young (EY) are excited to announce the Shaw Air Force Base (SAFB) Housing Privatization Project Request for Proposal (RFP) was released on 3 October 2003 via the www.eypsc.com website. The Government will employ an accelerated solicitation schedule with the due date for Step One as 16 October 2003, 5 PM EST. The SAFB Project is a real estate transaction to privatize 1,491 military family housing units consisting of two-, three- and four-bedroom single-family and two- and three-bedroom duplex units. At transaction closing (signing of the ground lease), the Government will convey 1,702 units to the Successful Offeror (SO). The SO is required to replace 1,088 units within seven years and replace an additional 400 units by the end of the 15th year. Three units are currently adequate and will need to be replaced at the end of their useful life. Two hundred and eleven units will be demolished in the first 15 years and will not be replaced. The SAFB Project will employ a two-step RFP, "Best Value" approach in accordance with the solicitation. The Step One qualifications submittal requirements are as identified in the RFP and shall include Business, Financial, Project Concept, and Past Performance information. The Government will reserve the right to down-select in Step One, to no more than five highly qualified or qualified Offerors to proceed to Step Two. The Government seeks to award to the Offeror who gives the Government the greatest overall benefit in response to the RFP requirements.
