- NA Defense Contracting Command-Washington (DCC-W), in support of the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD) is conducting a market survey in accordance with FAR 10.0001 to determine the extent of Small Business participati on and capability to perform the Force Transformation Office requirement summarized below and in accordance with the statement of work. Interested parties may access the Statement of Work at: http://dccw.hqda.pentagon.mil/services/sole.htm The NAICS code is 541611 and size standard is $6M. This is NOT a request for proposal/quote. The contractor shall provide comprehensive support to the Force Transformation Office (FTO), Office of the Secretary of Defense (OSD), in the development, refinement, and effective management of its program of analysis, study, planning, review, and assessm ent of Department-wide military transformation strategies to field a military force capable of executing the ??????emerging way of war in the Information Age.?????? Areas of interest to FTO include those evolving and emerging concepts, processes, technolog ies, and organizational structures, operating singly or synergistically, with the potential to impact, whether positively or negatively, the transformation of the Department of Defense. The contractor shall provide support in the development, refinement, and administration of the transformation initiatives programs. The primary purpose of these programs is to facilitate the Combatant Commanders involvement in the transformation process b ecause of their unique ability to apply transformation initiatives within a joint operational context. The contractor shall provide support in the development and administration of the Force Transformation Office??????s Resource Management activities. The contractor shall assist in developing, maintaining, refining, and expanding the FTO Resources Manageme nt Program. Additionally, the contractor shall provide support in the accomplishment of other resource management type administrative tasks, such as the preparation of budget exhibits etc. Contractor effort under this contract shall be available, as appropriate and with the consent of FTO, to other elements of the Defense Secretariat, the Joint Staff, Defense Agencies, the Combatant Commands, and the Military Services. The expected period of performance will be for a base period of 12 months with four 12 months options. Performance shall be principally at the contractor??????s facility with occasional visits to the FTO facilities at the Pentagon and in Rosslyn, Arlington, Virginia. Contractor personnel must be located in the Washington, DC, metropolitan area.
