NA A Pre-Solicitation Conference is scheduled for November 5, 2003, at 9:00 AM at the Huntsville Marriott, 5 Tranquility Base, Huntsville, AL 35805, 256-830-2222. If you plan to attend, please send an e-mail to Susan.L.Cunningham@hnd01.usace.army.mil or fax (256) 895-1262 to Susan Cunningham prior to October 31, 2003 and identify your company name and how many people will be attending. The purpose of this conference is to introduce the proposed solicitation for Facility Operation and Maintenance Services at Government medical facilities to the small and large business community. This Pre-Solicitation Conference will emphasize changes from the previous OMEE acquisition strategy, to include competitions in task orders among the small businesses/8(a)/Hub zones o nly, and competitions between those in the unrestricted category only. Other small business enhancing strategies include a sliding scale dollar/square footage threshold which will increase in Option Year 2, based on contractor performance, resources, abil ity, and other factors. With this proposed solicitation, the Government anticipates two competitions; one competition which will have set-asides for small business/8(a)/Hubzones and one unrestricted. Three small business awards are anticipated under the s mall business set-aside, and two 8(a)/Hub zones awards are anticipated. The government anticipates two to three contracts awards under the unrestricted competition. This conference is not mandatory to attend, and briefing charts will be made available afte r the conference, along with any question/answer sessions provided at the conference. The Pre-Solicitation Conference will give an overview of the following: (1) The OMEE Facility Operation and Maintenance Program; (2) The Scope of Work under the propo sed solicitation; (3) The OMEE Team concept to develop and assist in the growth of small business awards over the life of the contracts. [The concept, based on performance, is that successful Small Businesses (SBs) would have an opportunity to compete for additional requirements. When successfully executed, the percentage of dollars awarded to SB firms should increase over the life of the contract(s)]; (4) Task Order awards, to include Section 803 of Public Law 107-107 competition requirements and Fair Op portunity; (5) Price Evaluation Techniques; (6) Geographical coverage; (7) Other pertinent information.
