Description
NA REQUEST FOR INFORMATION REGARDING SOURCES TO EXECUTE STRATEGIC ENVIRONMENTAL RESEARCH AND DEVELOPMENT PROGRAM (SERDP) AND ENVIRONMENTAL SECURITY TECHNOLOGY CERTIFICATION PROGRAM (ESTCP). REQUIREMENTS IN EXCESS OF $14,500,000, NORTH AMERICAN INDUSTRY CLASSI FICATION (NAICS) 541620 ?????? ENVIRONMENTAL CONSULTING SERVICES. The Contracting Activity intends to issue the subject solicitation under full and open competition procedures using a best value source selection process. The solicitation will be open to qu alified small businesses, Section 8(a) concerns, Small Disadvantaged Business concerns, Historically Underutilized Businesses, Women-Owned Businesses, Service Disable Veteran, Veteran Owned Small Business, Historically Black Colleges and Universities and M inority institutions, and Large Business as defined by NAICS 541620 (annual revenues exceeding $5,000,000 per year average) to perform strategic environmental research and development program and an environmental security technology certification program p rojects. This request for information is seeking to establish that the subject solicitation should not be set aside for small business under the subject NAICS. The subject program would generate approximately $4,000,000 in revenue per year under this contract. The required services include information advisory and assistance services and general program support services for the joint Strategic Environmental Research And Development Program (SERDP) and Environmental Security Technology Certification Program (ESTCP) P rogram Offices in Washington, DC. The contractor would be required to perform and execute SERDP and ESTCP Projects nationwide. Interested Small Business Contractors with demonstrated and documented past performance, qualifications and a demonstrated capability to perform the SERP and ESTCP Program, that believe this solicitation should be set aside for small business should submit the requested documentation and information to the Contracting Activity, U.S. Army Corps of Engineers, Omaha District, Attn: Famane Brown, Solicitation W9128F-04- R-0002, CENWO-CT, 106th South 15th Street, 68102-1618 by close of business 29 October 2003 The information requested must include, as a minimum: 1.Business size and type [copy of applicable small business certifications (Section 8(a) and HubZone only)]. 2.A listing of available technical expertise (and abbreviated resumes) available to execute this contract. 3.Description and location projects similar to SERDP and ESTCP projects. Indicate if your role in the project was a Prime, Subcontractor or Supplier. The project description should include the contract number(s), value of contract, and the name and telepho ne number of the Contracting Officer. 4.A plan for executing a program valued at approximately $4,000,000 per year, including a resource plan. Program objectives include, but is not limited to, an integrated application of expertise in environmental engineering and science, environmental planning and filed activities, information management and technical documentation, research, development, test and evaluation program support, and meeting planning, logistics, and support. The expertise is required to support management of activities in the areas of environmental cleanup, compliance, pollution prevention, unexploded ordnance (UXO), and conservatio n. The Omaha District Contracting Office intends to issue a Firm Fixed Price/Cost Reimbursement Contract for these services with a two year base and one three year option for a total contract period of five years.
