Description
The Office of Naval Research has a requirement to obtain a one-year subscription to a database or databases that will provide the following services: A database of researcher and faculty profiles, a database of currently-available grant and award opportunities from government, foundation, commercial and international sponsors, and a notification system for disseminating grant information to interested researchers and administrators. This subscription will include service for 1,500 users at select departments within ONR and at the Naval Research Laboratory. The data provider will be responsible for educating ONR users on the availability of the databases? services; for coordinating the training of ONR researchers on the databases? services; and for verifying that the users who add profiles to the database and claim to be ONR researchers are, in fact, ONR researchers. ONR will require no less than six full day training sessions per year to be held at the Office of Naval Research and the Naval Research Laboratory. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00014-04-R-0002 is issued as a request for proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09 and DFARS Change Notice 20021001. The offerors must submit with their proposal: a detailed description of the specific databases and services they will provide in order to assist the Office of Naval Research in its mission to help sponsor science and technology in support of the U.S. Navy and Marine Corps., proposed price/cost proposal, Offeror Representations and Certifications ? Commercial Items found at 52.212-3 (May 2002), and Alternate I (Apr 2002), a description of similar work experiences (include contact information of customer), a nine digit numeric DUNS number that is assigned by Dunn & Bradstreet, and a Cage Code. Offerors will be evaluated based on (in descending level of importance): perceived ability to provide the subscription to the database(s) and database-usage training (based on offeror?s description of services and materials), applicability of previous work experiences, and price.
