Description
NAICS Code: 541990 The U.S. EPA intends to negotiate on a sole source basis with McGill University, Montreal, Canada, particularly Dr. C.J. Li, to provide a physicochemical evaluation of the potential of high temperature water as a clean media for chemical synthesis and to develop methodologies utilizing catalytic reagents to produce C-C bond formation over the defined range. The contractor shall perform physicochemical characterization of catalysts and the ensuing synthetic products in subcritical water using FTIR and NMR spectrography to evaluate the relative environmental benefits of such solvents in terms of their activity and selectivity. The contractor shall use React IR 4000 to determine the intermediate involved in the reactions and shall report the specific environmental advantages of the developed protocols in terms of concise synthesis, atom economy, and overall reduction of waste compared to traditional incineration. The Sustainable Technology Division believes that the McGill University, Montreal, Canada, particularly Dr. C.J. Li, are the only known suppliers who can perform these services because only McGill University, particularly Dr. Dr. C.J. Li, are the only known developers of chemical process methodologies who have successfully demonstrated novel C-C bond forming reactions in high temperature water using organometallic reagents. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting this requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS code is 541990, Other Professional, Scientific and Technical Services. The applicable size standard is $6.0 million. This acquisition is being processed under FAR Part 13. The anticipated award date is 10/30/03. See numbered note 26.
