- Amendment 0005 is written to change the official time proposals are due, add delivery instructions, deletion paragraph h. of Clause F.1, and add provisions to FAR 52.214-4. Proposal Time and Delivery instructions: The time is hereby changed from 3:00 p.m. to 12:00 Noon ET on Oct 20, 2003. Proposals submitted prior to, Monday, October 20, must be sent to the FAS PMO location at Crystal City per the solicitation. However, proposals that are hand-carried or otherwise delivered by commercial carrier between the hours of 8:00 a.m. and 12:00 Noon on October 20 must be delivered Lansdowne Resort and Conference Center, c/o GSA/FAS - Kyle A. Turner, Contracting Officer, 44050 Woodridge Parkway, Lansdowne, Virginia, 20176, 703-729-8400. Clause E.1 is hereby amended to add provision to FAR 52.212-4 Contract Terms and Conditions?Commercial Items (FEB 2002) per the following: (u) incentives - If and when positive incentives are inserted in the Performance Measures/Incentives Plan, the plan must be supplemented with an award fee plan (see FAR 16.404(a)(2)), including administrative provisions, (e.g., when and how determined, by whom, based on what procedure and documentation). The incentive(s) provisions would also be included in the QASP and must be associated with their respective section of the SOW. Positive incentives are intended to provide for extra compensation for performance in excess of the AQL. They should be expressed as a formula in the subsequent contract if they are associated with a quantitative performance standard. However, if they are associated with a qualitative standard, they should be stated in adjective form. Clause E.1 is hereby amended to delete paragraph (h) Multiple awards of FAR Clause 52.212-1. All other terms and conditions remain unchanged. The due date for proposal remains Oct 20, 2003 at Noon. All amendments shall be acknowledged by offerors in submission of a proposal.
