- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY TO PRE-QUALIFY VENDORS. THERE IS NOT A SOLICITATION AVAILABLE AT THIS TIME. THIS IS NOT A FORMAL REQUEST FOR PROPOSAL. The United States Senate Office of the Sergeant at Arms (SAA) is seeking qualified sources for multiple award ID/IQ contracts to provide consulting services and technical assistance for 1) the analysis and definition of the Senate procurements requirements, including statements of work and specifications and 2) for development of technical solicitations and evaluation of technical proposals. The SAA procures goods and services to support the U.S. Senate in the areas of information technology; telecommunications; system and network development; security; financial management; data management; printing and graphics; warehousing and other essential infrastructure functions. Since the scope of this procurement includes requirements definition and technical direction, the successful offeror awarded a task order will be excluded from any contract competition for the provision of those products and services to the Senate as a result of the offeror?s participation in acquisition planning with the Senate. The successful offeror can also not have a financial or controlling interest in any manufacturer or distributor of recommended products or services. REQUIREMENTS: Qualified sources shall demonstrate their ability to perform the following tasks: 1) Identify and document Senate procurement requirements; 2) Identify and document features and functions of systems; 3) Identify and document system capacities and upgrade capabilities; 4) Develop criteria for new systems, ensuring interoperability with existing systems; 5) Develop technical specifications for a Senate procurement; 8) Recommend criteria for evaluating technical responses; 9) Recommend delivery schedules; 10) Assist in the proposal evaluation and selection process; 11) Identify ?strength and weaknesses? in proposals and of key personnel. Responses to this sources sought request are due to the POC no later than October 31, 2003 at 2:00 EDT. The response should not exceed fifteen (15) pages. Qualified sources must provide their responses via e-mail to Acquisitions@saa.senate.gov. Sources responding to this sources sought notice and deemed qualified by the SAA will be placed on a solicitation mailing list. The subject line of the email message should be ?2004-SSN-001 System Engineering and Technical Assistance". If suitable responses are received from qualified sources, the SAA anticipates release of a solicitation in November 2003. Telephone requests for information will not be honored. The Senate or the SAA will not be responsible for any costs for the preparation of responses to this announcement. Requests for hard copies of this announcement will not be honored.
