- This is a sources sought synopsis. The Defense Logistic Agency (DLA) is planning to assume control of the current physical distribution operations and local transportation to support Commander Naval Forces Marianas (COMNAVMAR) in the Territory of Guam. The requirements are the supply annex requirements that were referenced in Addendum 6 to synopsis, Solicitation N62742-03-R-3501, for the Base Operations Support (BOS) Services, Territory of Guam issued by the Naval Facilities Engineering Command, Pacific Division. A copy of solicitation N62742-03-R-3501 is available at http://www.esol.navfac.navy.mil. The transition period to a successor contractor is expected to begin in the June/July 2004 timeframe. The Government plans to release a formal solicitation to FedBizOps in December 2003. Current Supply Department operations include the full scope of physical distribution functions typically performed at DLA managed distribution centers including receipt of Navy retail and wholesale replenishment receipts, processing of material turned into stores (MTIS) through a partnership established with Defense Distribution Depot, Pearl Harbor (DDPH), direct-turn-over and off-island transshipment, storage and care of stock in storage (COSIS), issue of retail and wholesale material, packing, shipping and local delivery. The physical distribution operations are government owned and contractor operated (GOCO). Inventory management is currently supported by the combined inventory control efforts of FISC Pearl Harbor (for Navy retail stock) and NAVICP (for Navy wholesale). All accountable stock records are currently maintained on UADPS. UADPS supports demand (MRO) processing, dues management, item data maintenance actions and other inventory control functions. The Navy will be implementing Wholesale Cog Migration (WCM) at Pearl Harbor and Guam in October 2003. This notice is not a request for offers. Interested responsible businesses must submit sufficient information to assess your company?s ability to satisfy these requirements. The capability statement must address: 1) Knowledge of Defense Distribution Center warehouse and distribution operations and special functions or similar type operations 2) Knowledge of and experience in the Distribution Standard System (DSS). Please include POC information including e-mail address. The capability statement shall not exceed five (5) pages.
