Description

NA To accomplish the BCBL-H s mission requires development of a unique government contractor team able to collaborate in concert with the Army s vision. The Army has structured a multi-phased program with the plan to use the Other Transaction for Prototype a uthority under Section 845 National Defense Authorization Act for Fiscal Year 1994 as amended for the Concept and Technology Development (CTD) portion of the development. Upon successful completion and at the Governments discretion the results may transit ion to Program Executive Office (PEO) Soldier for System Development and Demonstration (SDD) and ultimately fielding of the mature demonstrated technologies. The BCBL-H plans to leverage to the maximum extent Army Science and Technology (S&T) work commerc ial technical developments DARPA activities as well as those of other Federal DOD and Army agencies. The BCBL-H/Offerors team will not exclude any promising less mature technologies that are on a parallel development path but beyond the timeframe of the p roduction programs program currently underway which could later be inserted during the course of BCBL-H technology development activities. This effort is wide reaching in scope requiring vision, innovation and capability in multiple disciplines involving force unit system(s) and technology development to maximize the effectiveness of future soldiers while potentially optimizing total ownership cost. The Government expects to establish multiple BPAs with Successful Offerors under this RFP. These efforts will be for f ive (5) years.
