Description
NA Sources Sought for 8(a) Contractors and HUBZone certified small businesses. A market survey is being conducted to determine if there are adequate Section 8(a) contractors for this project. In addition, this survey also includes a search for SBA HUBZone certified Small Businesses. The contractor is required to construct a combat mission flight simulator facility addition. This facility will include a computer room, double simulator bay with overhead crane, hydraulic pump room, maintenance room, parts/equipment storage, contractor logistic support area, aircrew briefing and debrie fing rooms, administrative area, sensitive compartmented information facility, software maintenance area, and a shipping/receiving area with loading dock. Work will include connection to the existing Energy Monitoring and Control System, installation of a n intrusion detection and access control system, and required building information systems. Supporting facilities will provide connection of the necessary utilities, electric service, fire protection and alarm systems, parking, access roads, sidewalks, cu rbs and gutters, storm drainage, information systems, and site improvements. The project also provides the necessary upgrade of the electric, water, sewer, and natural gas utility infrastructure for the existing Flight Simulator Facility. Heating and air conditioning (400 kW) will be provided by self-contained units. This project will issue approximately January 2004 with award of a contract no later than March 2004. This project will require a technical proposal. Technical proposals will be evaluated on such factors (as an example) of past performance, experience an d technical approach. A minimum of twenty percent of the work must be self-performed. The estimated value of the project is between $5,000,000 and $10,000,000. All interested businesses that are certified Section 8(a) and/or HUBZone should notify this o ffice in writing by mail at the above address to the attention of Lillian Brauner or fax at 502-315-6193 by 4:00 p.m. (Louisville local time) on Wednesday 29 October 2003. Responses should include (1) identification of company as Section 8(a) certified or HUBZone certified, (2) performance and payment bond capability on a project this size, (3) flight simulator facility experience similar in size and scope to this proposed project, (4) secure compartmented information facility experience, (5) what percent you performed, and (6) references for each project. This IS NOT a request for proposal. If interested, only submit the information requested above by 29 October 2003 as indicated above.
