- 1. What is the anticipated length of Phase II?? Government Response: This information will be provided to those offerors deemed eligible in Phase 1. ? 2. What is the anticipated level of effort for Phase II?? Government Response: This information will be provided to those offerors deemed eligible in Phase 1. ? 3. Has the architecture of the grid been designed?? If not, will the selected contractor provide any intellectual contribution to the grid design?? Has the type and quantity of data that will be collected, shared, and analyzed by the grid been determined?? Government Response: As indicated in the government sow, the successful offeror will provide Financial Management and Logistical support to the caBIG participants ? the contractor WILL NOT provide IT support or resources to the caBIG participants (reference Objective paragraph in SOW). ? 4. For a winning contractor, what is the anticipated balance between management and technical responsibilities (such as determining data content)? Government Response: The NCI will have ultimate responsibility for assessing data validity and content. However, for groups that have data provision as a deliverable within their subcontract, it is assumed that the winning contractor as part of its management responsibilities will have determined whether the requirements of the deliverable have been satisfied. ? 5. What are the relative roles being played by MMS and NCI in the design of the grid, generally, and in this contract, specifically?? Government Response: The Minerals Management Service is a branch of the Department of Interior, and is providing acquisition services for the NCICB in support of this task.? This task is not an IT or IT design task.?
