- NASA Goddard Space Flight Center, Search and Rescue Office, is issuing this Request for Information (RFI) for the purpose of soliciting information regarding the availability, performance and cost of a Developmental Local User Terminal (DLUT) for the Distress Alerting Satellite Systems (DASS) as described in the attached Statement of Work and Performance Specification. Response to this RFI shall include the following information: 1. PERFORMANCE - Comment on the general technological readiness of your organization to meet the performance requirements, including interference processing, as documented in the DLUT Performance Specification and Statement of Work. You are also invited to comment on any additions or modifications to the DLUT Performance Specification and Statement of Work that would enhance DLUT performance. 2. RESEARCH AND DEVELOPMENT - One of the main functions of the DLUT will be as a research and development tool for the DASS. Therefore, the DASS DLUT must provide the utilities necessary to facilitate R&D experiments. Discuss how your technical approach and your organizational and technological capabilities can support R&D efforts in general and, specifically, in the following areas: a) experiments to evaluate the measurement errors induced by atmospheric effects and possible methods to mitigate them; and b) experiments to evaluate the ability to connect multiple DASS LUTs together to provide global coverage. You are also invited to comment on any additions or modifications to the DLUT Performance Specification and Statement of Work that would enhance the ability of the DLUT to perform research and development. 3. DESIGN MODIFICATIONS- Discuss how your technical approach and your organizational and technological capabilities can support the modification of the DLUT to allow for new and emerging DASS and Sarsat enhancements. The DLUT design approach must be flexible and easily modifiable. In particular, comment on how your technical approach allows for modification of the DLUT to satisfy the following possible future requirements: a) addition of a DASS satellite downlink at L band; and b) processing of new beacon characteristics such as the convolutional encoding and mixed QPSK modulation as described in the SARP-3 New Generation Beacon Specification. 4. SOFTWARE DEVELOPMENT, MAINTENANCE, AND SUPPORT - Please describe the processes and methods used by your organization for software development. Also please comment on how your organization would provide software maintenance and support after delivery. 5. SCHEDULE AND COST - Please provide guidance in the form of a preliminary estimate of the schedule and cost associated with providing a DASS DLUT. 6. RELEVANT EXPERIENCE - Please provide a statement of capability identifying relevant experience, familiarity with enabling technology, experienced personnel, and facilities and equipment. In particular, describe any experience working with the Cospas-Sarsat international community and familiarity with Cospas-Sarsat documents, specifications, and regulations. Responses are due by November 14, 2003 and shall be sent to NASA Goddard Space Flight Center, Attn: Sharon Collignon, Code 210.6, Greenbelt, MD 20771. This RFI shall not be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
