Description
The U.S. Agency for International Development is seeking proposals from qualified U.S. firms to conduct post transaction reviews of completed commodity import transaction for the Commodity Import Program of USAID/Egypt. The commodity procurement covers a wide range of items and may involve specifications or requirements which require considerable research to verify appropriate cost/pricing information and verification of competitive procedures. The Contractor shall review completed PRCIP transactions and verify compliance with General Circular I and AID Regulation I, verify that commodities shipped meet Source & Origin requirements The Contractor shall provide adequate supporting documentation for the CTO to institute claims against suppliers for price and related violations, ensure that claims are properly based and recommend that settlement of certain claims be obtained through issuance of Bill of Collection, obtain price data from a reasonable number of sources and maintain contact with U.S. suppliers of commonly procured items to ensure that current data is available for use by commodity managers. A cost plus fixed-fee, completion type contract is contemplated to be awarded. The expected duration of the contract is for three years. Issuance of this request does not constitute an award commitment on the part of the Government nor does it commit the Government to pay for any costs incurred for the preparation or submission of any information. The Contractor shall possess a Bachelor's degree in a relevant field and have satisfactory experience in similar type of work to provide quality control and management functions. The Contractor shall demonstrate ability to deliver quality of service, efficient cost management, problem resolution, customer satisfaction and personnel management. Prospective offerors may request RFP No 263-03-P-054, (Post Transaction Review of completed Commodity Import Program Transactions) in writing. Walk-in requestors must provide a written request for the RFP. Fax requests will be accepted, telephone requests will not be accepted. The deadline for receipt of proposals will be 36 days after the date of issuance of the RFP. The preferred method of distribution of USAID procurement information is via the internet. The U.S. Agency for International Development (USAID) encourages to the maximum extent possible, the participation of small business concerns, small disadvantaged business concerns and women-owned business concerns in this activity as a prime contractor or subcontractor in accordance with FAR Part 19 of the Federal Acquisition Regulation. In this respect, it is anticipated that the prime contractor will make every reasonable effort to identify and make maximum practicable use of such concerns. All other selection evaluation criteria being found equal, the participation of such concerns may become a determining factor for selection.
