Description
This is a Sources Sought Notice solicitation for cost comparison only. This commercial requirement is being prepared in accordance with the format in Subpart 12.6, with additional information included in this notice. This announcement constitutes the only requested. The Department of Homeland Security has a requirement to compare cost for health care services to assist in improving the health of the Federal Employees and minimize their time away from work, thereby decreasing both direct and indirect costs to the agency. PURPOSE: The purpose of this requirement is to conduct a Market Research for cost comparison for the following Health Care support. Please provide a cost for the following services: (1) On-site acute care for minor illnesses and injuries; (2) Individualized health counseling; (3) Targeted screening and prevention programs; and (4) Limited occupational health and safety consultation. SERVICES: These services are limited to professionals as defined by the local laws governing practices in that area. Walk-in Care and First-Response will be to minimize employee's time from work, by providing assessment, treatment, counseling and referral for minor illnesses and injuries on a walk-in basis. PROVISION OF INTERVENTIONS PRESCRIBED BY A PERSONAL PHYSICIAN: The Health Care provider will also administer the following ongoing interventions prescribed by the employee's personal health care provider, such as: (1) Periodic bed rest; (2) Blood pressure monitoring; (3) Glucose monitoring; (4) Allergens, hormones, and other medications administered by injection; and (5) Other treatments/medications approved by FOH. IMMUNIZATIONS: Immunizations that are administered are limited to influenza, tetanus/diphtheria, and pneumococcus. All other immunizations and vaccines (for travel or other purposes) are given under separate charge. For new locations, the health provider would conduct site visits. The intent of the site visit is to assist in identifying basic safety and health needs. BASIC SITE VISIT: The basic site visit consists of: (1) Identifying the agency point of contact, position, and phone numbers; (2) Characterizing the work-site and workplace demographics; (3) Reviewing services the agency is receiving in the areas of clinical and environmental health, wellness/fitness and employee assistance program by DFOH and other providers of occupational health services and their level of satisfaction with each; (4) Completion of a brief reports which documents the information obtained and any appropriate recommendations. This report will be sent to the agency. HEALTH EDUCTION PROGRAMS: The provider will provide three health education programs of at least 30 minutes duration annually. These programs will be made available to all employees and will be based on Healthy People 2000 Initiatives or one or more of the following sources of agency-specific information: (1) needs or interest assessment; (2) trend analysis of injuries obtained from the basic site visit; (3) aggregate results of computerized health risk appraisals (HRAs). HRAs are offered until June 30th of each year, so that actual cost can be determined; and (4) utilization data. HEALTH SCREENING PROGRAMS: Health screenings shall be available to all employees of participating agencies by appointment on an ongoing basis. These are limited to hypertension, glucose, lipids, vision and computerized HRAs and must include appropriate counseling. All other individual or aggregate screenings (e.g. cancer, tuberculosis, etc.) will be performed under a separate order. INDIVIDUALIZED HEALTH COUNSELING: The provider Professional maximizes the use of individualized health counseling to improve health. Advice concerning smoking, diet, physical activity, occupational safety, seat belts, alcohol and drug use and other health related behaviors are provided at every opportunity. Counseling is included in response to specific client concerns and is focused on individually identified risk factors. To help determine a cost estimate for participation at each location in this program, each of the following participating office has provided an annual population status. The provider will determine the manner of population data verification. The location and population covered by this solicitation are as follows: Albuquerque, NM; Salt Lake City, UT (46 employees); Denver, CO (183 employees); St. Louis, MO (52 employees); Omaha, NE (71 employees); San Antonio, TX (521 employees); Milwaukee, WI (42 employees); Chicago, IL (472 employees); Houston, TX (429 employees); Ft. Snelling, MI (135 employee); Lincoln, NB (523 employees); Dallas, TX (1382 employees); Austin, TX (16 employees); El Paso, TX (1464 employees); Oklahoma City, OK (45 employees); Indianapolis, IN (32 employees); and Des Moines, IA (21 employees). All comparison quotes must include all costs to the government (including lab costs, documentation costs, other charges/costs, etc.), overhead, profit, etc. for the services specified. Cost comparison must also include any cost for Record keeping. The provider may provide cost comparison for one are more locations. See Note #1.
