- Description
- Furnish all labor, materials, transportation, and equipment to replace range structure at Pearl Harbor Entrance Channel Front Range, Honolulu, Hawaii. The work includes the demolition of the existing 45? steel truss tower, construction of a new 55? monopole structure, and incidental related work. For this solicitation, award shall be made to that responsible offeror submitting a technically acceptable proposal and offering the lowest price. Price shall be the deciding factor among technically acceptable proposals. To be technically acceptable, the offeror's proposal must be evaluated as technically acceptable for each of the following evaluation factors: (1) The contractor shall have completed two projects similar in nature within the last five years; (2) All excavation work shall be accomplished under the supervision of a qualified archaeologist. Provide examples of such work; and (3) The new range structure must be erected and in place before the existing light can be taken down. The range light can only be down for 8 hours. Provide examples of work conducted under similar situations. The period of performance is 150 calendar days after Notice to Proceed. This procurement is estimated between $50,000.00 and $100,000.00 and is a total small business set-aside. The North American Industry Classification System (NAICS) for this procurement is 238110. Small Business size standard is $12 million. NO TELEPHONE REQUESTS WILL BE ACCEPTED. Our office no longer issues solicitations or amendments in paper form. Any amendments issued to this solicitation will be posted solely on this website. This solicitation can be downloaded from the http://www.eps.gov on approximately October 29, 2003. If it does not appear on that day, please check back daily. The date of set for receipt of offers is approximately November 28, 2003. This date is estimated and may change. For security reasons all Coast Guard Drawings are available through the Federal Technical Data Solution (FedTeDS) which will have a separate link on the FedBizOps webpage identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard Drawings. All responsible sources are encouraged to respond. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises (DBE's) The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000.
