Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; written proposals are being requested and a written solicitation will not be issued. Solicitation number USSS040005 is issued as a Request for Proposal (RFP) through Federal Acquisition Circular 01-16. This action is an unrestricted procurement. The NAICS code is 812930 and the size standard is $5 million. The U.S. Secret Service (USSS) has a requirement for forty-one (41) parking spaces within a parking garage as follows: 1) twenty-two (22) reserved official vehicle parking spaces and 10 unreserved executive vehicle parking spaces, with 24-hour access guaranteed and within a three (3) block radius of 950 H Street, NW, Washington, DC; and, 2) nine (9) reserved official vehicle parking spaces, with 24-hour access guaranteed and within a three (3) block radius of 1709 New York Ave., NW, Washington, DC. Please specify location of parking garage in proposals. The contract will be priced per vehicle, per month and the term of this procurement shall include one based period with four-one year options. The period of performance is as follows: Base Period: October 2003 through September 30, 2004; Option Year 1: October 1, 2004 through September 30, 2005; Option Year 2: October 1, 2005 through September 30, 2006; Option Year 3: October 1, 2006 through September 30, 2007; and Option Year 4: October 1, 2007 through September 30, 2008. The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1, Instructions to Offerors?Commercial Items; 52.212-2, Evaluation ? Commercial Items; 52.212-2 Paragraph (a) insert: ?award will be based on the technically acceptable low offer?; 52.212-3, Offeror Representations and Certifications-Commercial; 52.212-4, Contract Terms and Conditions--Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items; 52.217-08, Option to Extend Services; 52.217-09, Option to Extend the Term of the Contract; and 52.232-19, Availability of Funds for the Next Fiscal Year. These FAR Provisions and Clauses may be accessed via the world wide web at: http://www.arnet.gov/far/. Telephone requests for copies of FAR Provisions and/or Clauses will not be accepted. A signed copy of the Representations and Certifications shall be included with offeror?s proposal. Proposals are due no later than Thursday, October 23, 2003, 2:00 p.m. EST. Proposals may also be sent by overnight mail service to U.S. Secret Service, Procurement Division, 950 H Street, NW, Washington, DC 20223. Please do not send proposals through the United States Postal Service.
