Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No.: DG1325-04-RP-0002 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 16, as of October 1, 2003. This RFP is being conducted under full and open competition. The NAIC Code is 72110. A copy of the solicitation in full text will be posted in the Federal Business Opportunity Page (FEDBIZOPS). Offerors may submit written questions requesting information or clarification of the RFP requirements through October 20, 2003 at 2:00 P.M. EASTERN TIME to allow the program office adequate time to prepare and issue responses to all Offerors prior to closing date and time set for receipt of proposals. Only WRITTEN QUESTIONS will receive a response. Questions may be faxed to Joel Perlroth at 301-258-4525 or via e-mail. Please specify the solicitation number in the subject line of the message. The closing date for solicitation No.: DG1325-04-RP-0002 is November 5, 2003, at 2:00 P.M. EASTERN TIME. The solicitation document is an Adobe Acrobat file. If you do not have Adobe Acrobat go to the following site to download your free copy of the reader: http://www.adobe.com In addition, Offerors should access the solicitation page referenced prior to submission of offers to determine if the solicitation has been amended. Offerors who download solicitations from the Internet Page assume responsibility for obtaining any amendments to a solicitation. Your written response to any solicitation must include acknowledgment of receipt of any amendments. The Government intends to enter into a Contract with a Hotel for a base period of 12-months with one (1) additional 12-month option period for a total of 24 months to provide space for the Economic Development Administration National Conference to provide a forum for economic development practitioners to hear and take part in cutting edge discussions of timely economic development topics. The conference must fall within the months of May to July 2004. The dates proposed must not include any major holidays or major conflicting events. The conference will begin with a welcome reception on a Tuesday evening and end with an awards reception on the following Thursday evening. Contractors are required to bid the entire period of the conference. The conference must be held within the general Washington, DC area as follows: 1. within a 10 mile radius from the Department of Commerce Herbert C. Hoover Building at 14th and Constitution Avenue, NW, Washington, DC, 2. must be fully accessible to a Metro Train Station and that shall mean it must be within a 5 block walking distance. Proposals must be submitted in writing and signed by an authorized individual of the company. The Government will not accept electronic, telegraphic, facsimile, or telephonic proposals. FAR Provision 52.212-1, entitled AInstructions to Offerors-Commercial Items, applies to this solicitation. There are no addenda items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Each offeror shall include a completed copy of FAR Provision 52.212-3, entitled AOfferor Representations and Certifications- Commercial Items, with its proposal. FAR Clause 52.212-4, entitled AContract Terms and Conditions-Commercial Items, applies to this acquisition. There are no addenda items to FAR 52.212-4. FAR Clause 52.212-5, entitled Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. This acquisition is not rated under the Defense Priorities and Allocations System.
