US Army PEO Combat Support and Combat Service Support (CS & CSS), PM Force Projection, PM Army Watercraft Systems is gathering information regarding the availability of equipment and subsyste ms to support the C4ISR (Command, Control, Communications, Computer, Intelligence, Surveillance, and Reconnaissance) requirements of the Theater Support Vessel (TSV). Background: A critical mission need exists within the Army for a high-speed intra-theat er lift capability that is capable of operations in austere environments while meeting the operational needs of the Future Combat System (FCS), the Stryker Brigade Combat Team (SBCT) and current forces. The Army is developing the next generation intra-the ater watercraft, the TSV, to increase operational throughput and to provide future commanders with responsive and agile intra-theater lift for the Objective Force. The TSV will leverage the exploitation of COTS technologies developed in the commercial sec tor and GOTS developed within DOD. Systems Integration technologies are expected to focus on the architectural advantages of commercial digital components for the overall effectiveness and efficiency of vessel operations integrating both ??????commercial? ????? and ??????military?????? operating subsystems. This System-of-Systems approach is expected to optimize the use of bus architectures, built-in-test, high-reliability components, and advanced maintenance concepts. Most important is the requirement to systems engineer and integrate the Vessel??????s commercial based communications, electronics and navigation with the Vessel??????s military based command and control systems. Equipment and Subsystems of Interest: 1a. Vessel Operation Communications Equ ipment (as identified by the International Maritime Organization (IMO), American Bureau of Shipping (ABS), Global Maritime Distress and Safety System (GMDSS Sea Areas 1, 2, 3), Safety Of Life At Sea (SOLAS), Code of Federal Regulations (CFR) titles 29, 33, 35, 46, 47,49 and AR 56-9) including VHF LOS Digital Selective Calling (DSC), MF/HF DSC, INMARSAT C, Telex/LapTop Modem, 2 Way Send & Receive Radio, SATCOM Emergency Position Indicating Radio Beacon (EPIRB), Radar Transponder (SART), NAVTEX, Intercom Syst em (ICS), Public Address System, Fire Detection and Alarm System; 1b. Vessel Operation Electronics Equipment including Integrated Engineering Control and Surveillance System (IECSS); 1c. Vessel Operation Navigation Equipment including Integrated Bridge System (IBS), Electronic Chart Display and Information System (ECDIS), Automatic Radar Plotting Aid (ARPA), Ship Control (2X), RADAR-3cm(X), RADAR-10cm(S), Audio Visual Alarms, Weather S tation, Magnetic Compass, Gyro Compass, Differential GPS (DGPS), Automated Identification Technology (AIT), Remote Viewing, Voyage Data Recorder (VDR), Speed Log, Rate of Turn Gyro; 2a. Embarked Unit Processing Equipment including GCCS-A, Maneuver Control System (MCS), FBCB2, Combat Service Support Control System (CSSCS), Forward Area Air Defense comm and and Control (FAADC2), Advanced Field Artillery Tactical Data System (AFATDS), All Source Analysis System (ASAS), Air and Missile Defense Work Station (AMDWS), Defense Collaboration Tool Suite (DCTS), Joint Enroute Mission Planning and Routing (JEMPR), Blue Force Tracking, FBCB2, DMS, IDM-T, Encryption INFOSEC, NIPRNET, SIPRNET, Theater Battle Management Control Systems (TBMCS); 3c. Embarked Unit Collaborative Facility Equipment including Large Displays, Remote Workstations, CPU Stack, LAN / WAN, Encrypt ion BULK, ICS, VCR / DVD / CD-RW, VTC, SCIF(-), Secure Fax, Printers, Secure Storage, TV/Video system. Responses can be of any format except that no faxes will be accepted. Electronic responses are preferred. Supplemental materials, such as brochures, b riefings, specification sheets, etc. are welcome, as long as they accompany a letter and/ or white paper response. ROM costs should be included if possible. When preparing your responses, be specific, and make sure you answer the following questions. 1) Identify your equipment, by name, and identify how it fit this background or fall under component(s) and areas. 2) Describe the equipment in detail. 3) What is the status of the equipment? 4) Is it available now? 5) If not, when will it be available? 6) How extensively has it been tested? 7) In the management of the Electromagnetic Spectrum all emitters are regulated by the U.S. and foreign governments. Was an Electromagnetic Compatibility (EMC) analysis conducted? 8) Are copies of the DoD Form 1494 ( Frequency Allocation Request) available? 9) Was a frequency allocation decision rendered by the Joint Spectrum Center (JSC)? 10) If not US Military, did some other Certifying body provide an approval (e.g. Federal Communications Commission or foreign/Inte rnational Commission)? 11) Copies of all records and reports (military, civilian and international) are requested. 12) Does your organization wish to point out any special considerations about the equipment described that is not included elsewhere? All so urces involved with any subjects discussed above are invited to respond. This RFI does not constitute a commitment on the part of the Government to purchase eq uipment or systems. The Government will not award a contract based on this RFI. The Government will not pay for the information received in response to this RFI. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the Government??????s evaluation of the information received. If you choose to submit proprietary information, mark it accordingly. Classified information will be accepted, but please mark it accordingly and send it via proper channels.
