Description
NA Project Information: Provide multi-discipline Architect-Engineer (A-E) services for civil and environmental design, environmental studies, abbreviated design for new facilities and renovation of existing facilities and construction support services. The A- E will be required to prepare plans, specifications, design analyses, and cost estimates as required for a variety of major military construction projects as well as for maintenance, repair and alteration projects, on military projects and civil projects. Some asbestos and lead paint abatement work may be required. The proposed procurement will result in a one-year indefinite delivery fixed price contract with option to extend for two additional years. This contract should have an individual delivery orde r limit of $500,000 per task order and $1,000,000 per year for the base period and two option periods with a maximum contract value amount of $3,000,000. The purpose of this contract is to provide A-E services primarily for use by Fort Lewis (and its sub-i nstallations) projects. Selection Criteria: The following is a selection criteria listing, in priority order, the requirements for the requested A-E services. Primary Criteria (a-d): a) Specialized experience and technical competence of the firm in the type of work required. This is to include sustainable design and Leed certification experience. b) Professional qualifications of firm's staff and consultants to be assigned to this project and which are necessary for satisfactory performance of required services. Include environmental engineers, hydro-geologists, microbiologists and historical architects on the team. c) Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. d) Capacity of the team to accomplish multiple simultaneous task orders in the required time and ability of the team to respond to numerous quick-turnaround projects Secondary Criteria (e-h): e) Knowledge of locality of projects involved, as it relates to engineering design. Information provided must demonstrate expertise in geological features, climate considerations and local construction methods. f) Extent of parti cipation by Small Business (including women- owned Small Business, Small Disadvantaged Business, Historically Black Colleges and Universities, and Minority Institutions) in the proposed contract team, measured as a percentage of total estimated effort. g) Geographic proximity to Fort Lewis and its installations. h) Volume of DOD Architect-Engineer Contract Awards in the last twelve (12) months. Contract Information: Multi-discipline Architect-Engineering (A-E) design services for Washington, Oregon, Idaho and Montana procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 are required for architectural, landscaping/civil, mechanica l, electrical and structural engineering design related to the Seattle District, U.S. Army Corps of Engineers mission. This contract is intended primarily for projects within the geographical boundary of the Seattle District. However work may be awarded f or projects located outside the above stated geographical boundary on an excepted basis as determined by the Contracting Officer. An indefinite delivery contract will be negotiated and awarded, with a base period not to exceed one year and two option perio ds not to exceed one year each. This contract will have an individual delivery order limit of $500,000 per task order and $1,000,000 per year for the base period and two option periods with a maximum contract value amount not-to-exceed $3,000,000. The am ount of work in each contract period will not exceed approximately $1,000,000. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negoti ated firm fixed-priced task orders. The contract is anticipated to be awarded in March 2004. The Standard Industrial Classification System Code (SIC) has been replaced by the North American Industry Classification System Code (NAICS). The NAICS Code for this procurement is 541310, which is matched to SIC Code 8712. For the purposes of this procureme nt a concern is considered a small business if its average annual gross receipts are $4 million or less. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 r egarding the requirement for a subcontracting plan or that part of the work it intends to subcontract. The subcontracting goals for the Seattle District which will be considered in the negotiation of this contract are: (1) at least 55% of a contractor's intended subcontract amount be placed with Small Businesses (SB); (2) at least 9% of a contractor's intended subcontract amount be placed with Small Disadvantaged Businesses (SDB) or Historically Black College or University and Minority institution; and, (3) at least 5% of a contractor's intended subcontract amount be placed with Women-Owned Small Business (WOSB), (4) at least 3% of a contractor's intended subcontract amount be placed with Service-Disabled Veteran owned Small Business;. and (5) at least 3 % of a contractor's intended subcontract amount be placed with HUB zones. To be eligible for contract award, a firm must be registered in the DOD Central Contractor Registration (CCR). Qualified firms desiring consideration shall submit one copy of SF 255, including organizational chart of key personnel to be assigned to this project, current SF 254, and consulta nt's current SF 254's.
