- THIS IS A MODIFICATION TO THE SYNOPSIS POSTED ON AUGUST 01, 2003. The purpose of this program is to satisfy the operational need of the U.S. Navy and Marine Corps by providing commercially (off-the-shelf) built land-based tow tractors with the capability of safely moving aircraft and equipment up to 80,000 lbs. The objectives for this procurement are to enhance capability and performance (i.e. equal or surpass existing requirements), and reduce amounts of required support equipment. It is the objective of this program to replace the two existing Navy tow tractors, with a single Land-based Tow Tractor. The Naval Air Warfare Center Aircraft Division (NAWCAD) at Lakehurst, New Jersey has been tasked by the Naval Air Systems Command (NAVAIR) to procure new land-based tow tractors. The government intends to procure 5 pilot production units to be used for testing AND THE ASSOCIATED TECHNICAL AND LOGISTICS DATA AND TRAINING AS PART OF THE BASIC QUANTITY. THERE WILL BE FOUR ONE YEAR OPTION PERIODS FOR A TOTAL OF 1600 PRODUCTION UNITS. THERE WILL BE TWO OPTIONS FOR AN INTERIM SUPPORT PERIOD FOR SPARE PARTS FOR LOGISTICS SUPPORT DURING THE FIRST 3 YEARS THAT THE PRODUCTION UNITS ARE FIELDED. THERE WILL ALSO BE AN OPTION FOR INTERIM PERFORMANCE BASED LOGISTICS SUPPORT FOR THE FIRST 3 YEARS THAT THE PRODUCTION UNITS ARE FIELDED. THE GOVERNMENT ONLY PLANS TO EXERCISE ONE OF THE 3 OPTIONS FOR LOGISTICS SUPPORT. The Government has openly requested information in the past from industry representatives concerning current and immediate future production of land-based tow tractors. Solicitation No. N68335-03-R-0127 and any amendments will not be mailed to contractors. The solicitation will appear on the NAVAIR homepage located at http: www.navair.navy.mil/doing_business/open solicitations/. The Naval Air Warfare Center, Aircraft Division, Lakehurst NJ intends to competitively contract for the acquisition of land-based, commercially available, tow tractors. The objectives for this procurement are to enhance capability and performance (i.e. equal or surpass existing requirements), and satisfy the service?s future towing needs with a new mid-range, land-based tow tractor. The contract type will be firm fixed price. The Government will initially procure 5 (five) tow tractors with options to purchase 1600 additional tow tractors over a five-year period. The tow tractors shall meet the performance requirements and size specifications listed in the System Specification and Statement of Work. The Government intends to award a contract to the offeror whose proposal offers the best value to the Government, considering evaluation factors identified in the solicitation.
