- HOMEPORT TRAINING FOR MESS SPECIALISTS-- NAVAIR Orlando Training Systems Division has a requirement to support Center for Service Support (CSS) for Mess Specialists. This effort will be instructional services for the Navy personnel in the Mess Specialist pipeline of training in support of the Center for Service Support (CSS) and Navy Personnel Development Command (NPDC). The requirement will be for commercial-off-the-shelf computer based training for basic instruction in Nutrition, Sanitation and Management required for certification as ?Culinary Chef? with the American Culinary Federation (ACF). The purpose of this computer-based training is to provide Navy personnel with the necessary knowledge and skills to complete the ACF certification in nutrition, sanitation and management for ?Culinary Chef.? The contractor shall provide access to their computer based training via the Internet for these courses. These courses shall strictly be computer based/online with no other requirements (i.e. books, chats, classroom time etc.) and must be ACF certified. The Navy students will be located at the Service School Command, Great Lakes, IL, or other sites, which will be coordinated with the contractor prior to the training. Contractor shall provide access, passwords, and technical support during normal training. The Navy anticipates training up to 1400 students in all three modules of Nutrition, Sanitation and Management per year for an anticipated 3-year period of performance. This effort will be accomplished within the framework of a firm fixed price ordering agreement with a 12-month period of performance and two (2) 1-year options. Responses should include a rough order of magnitude (ROM) price, a narrative identifying the scope of past and present (within the last 2 years) relevant experience on similar contracts, (include dollar value, complexity and point of contact), a description of capabilities to perform the subject effort, and any alternative approaches to filling the subject requirement. Although this requirement is not a set-aside requirement, potential sources must identify their business type (i.e., large business, small business, small disadvantaged business, 8(a) certified business, woman-owned business, etc). For purposes of reporting business size, the applicable North American Industry Classification Systems (NAICS) Code for this requirement is 611420 .
