Description
The Naval Air Systems Command, Naval Air Warfare Center, Weapons Division (NAVAIR WD), China Lake, CA intends to procure on an other than full and open competition the following: Investigation and documentation of current system configurations and anomalies; Design and integration of system upgrades that include avionics and weapons subsystems, development of software associated with these upgrades, and verification, validation, and testing of subsystems associated with these upgrades; Investigation, development, verification, validation, and integration with training systems due to the avionics and weapon system upgrades; Studies and analysis related to H-1 avionics integration, acquisition product activities; Integration, testing and fleet support of systems and subsystems of the H-1 platforms; Tradeoff studies detailing the various performance characteristics that are possible; Financial, schedule, and quality recommendations associated with the integration effort; Software and systems engineering support related to the H-1 program, and; Maintenance and support of foreign aircraft. The Marine Corps H-1 Upgrades Program is a remanufacture of legacy aircraft, which incorporates state of the art designs into the existing fleet of AH-1Ws and UH-1Ns, converting them to AH-1Zs and UH-1Ys respectively. Bell Helicopter Textron Inc. (BHTI) was selected as the source for the AH-1 and UH-1 series helicopters in the 1960s and is the sole designer, developer, and manufacturer of the aircraft. The Engineering Manufacturing and Development (EMD) phase of the upgrades program began in November 1996. Recognized as software intensive platforms, the software for and the integration in the upgraded aircraft will be procured under this proposed contract. Under this approach, NAVAIR WD will issue the contract to BHTI for System Configuration Sets (SCSs) and Automatic Flight Control System (AFCS) software, with Northrop Grumman Systems Corporation performing as a major subcontractor. The SCS is delivered to the fleet as a highly integrated hardware and software package. Development of up to four separate SCSs will be initiated under this effort; each is nominally developed over a three-year span during which previously approved changes are incorporated. This requirement will support the NAVAIR H-1 Weapons Systems Support Activity (WSSA) for five years for an estimated level of effort of 700,000 hours and may include options, to include options for additional hours. The Period of Performance (POP) is planned to commence on or about 30 Jun 04. The proposed contract type is anticipated to be either a Cost Plus Award Fee (CPAF) or a Cost Plus Fixed Fee (CPFF) utilizing Alpha acquisition procedures. The NAICS code is 541511. As the sole designer, developer, and manufacturer of the aircraft, BHTI has the unique integration capability needed to perform this effort. Only BHTI can ensure compatibility between software and aircraft systems due to ongoing changes, upgrades, and system enhancements. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the Contracting Office no later than 45 days after the date of publication of this notice, clearly showing its ability to do so without causing programmatic hardship.
