- Description
- The Food and Drug Administration (FDA) intends to award a purchase order on a sole source basis to Clinton A. Collier, 1101 Cadillac Avenue, Dauphin Island, AL 36528, to continue the on-going services to support maintenance team leader in the Operation and Maintenance of the Gulf Coast Seafood Laboratory, Dauphin Island, AL. The contractor shall direct all building operations for the renovation of the main laboratory building and ensure that all Federal guidelines are followed. Contractor shall monitor and inspect the work of many contractors and trades people accomplishing this work. Contractor shall have the specialized experience in managing the use and upkeep of facilities, monitoring maintenance staff, negotiating and monitoring building repairs and service contracts, monitoring the work in progress for conformance with construction plans, and inspection of completed projects for acceptability. Contractor shall assure that the final plans meet generally accepted standards. Contractors shall establish an appropriate course of action to accomplish specific goals and objectives. Contractor shall help coordinate the work without interruption to the scientific staff and shall assure relevant safety procedures are utilized. Contractor shall operate all government owned vehicles including GSA vehicles, watercraft and folklifts. The contractor shall be available for immediate call-in response; be able to operate and maintain the facility infrastructure without attendance of other team members; and have the specialized expertise to interact with scientist and to fabricate, modify and maintain high-tech scientific instruments. The contractor must have knowledge and experience in specialized procedures and through working knowledge of the operations. Contractor must have a broad knowledge and skilled training in a combination of occupational areas, such as; ability to interpret design specifications and drawings; and knowledge of concepts, principles and practices of building. FDA anticipates a one year period of performance. This notice is for information purposes. THIS IS NOT A REQUEST FOR QUOTES. However, evaluation/award will be based on the technically acceptable quote that offers the best value to the government. The FDA intends to make an award immediately after the response date of this notice. The award is being issued as a sole source basis to allow Mr. Collier to continue the work without interruption. This sole source procurement is being awarded as a simplified acquisition in accordance with FAR Subpart 13.5.
