NA The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing any of the following Medium Caliber Ammunition cartridges: 20mm PGU-27A/B TP Bulk Pack (AA24), PGU-27A/B TP and PGU-30A/B TP-T with M14A2N Link (AA 27), PGU-27A/B TP w/M14A2N Link (AA25), 20mm PGU-28A/B SAPHEI Bulk Pack (AA22), PGU-28A/B SAPHEI and PGU-30A/B TP-T w/M14A2N Link (AA26), PGU-28A/B SAPHEI w/M14A2N Link (AA23), 30mm PGU-15/B GAU-8 TP w/Tube & Strap Assy (B116), 30mm PGU-13/B GAU-8 HEI w/Tu be & Strap Assy (B104), M789 LW30mm HEDP w/Bulk Ammo Strip (B129), M792 25mm HEI-T w/M28 Link (A975), PGU-38/U 25mm HEI Bulk Pack (A941), M910 25mm TPDS-T w/M28 Link (A940), M793 25mm TP-T w/M28 Link (A976), PGU-23/U 25mm TP Bulk Pack (A978), M788 LW30mm T P w/Bulk Ammo Strip (B118), M848 LW30mm Dummy w/Bulk Ammo Strip (B133), M794 25mm Dummy w/M28 Link (A967), MK149 20mm APDS w/MK7 Link (A692), and the M791 25mm APDS-T (A974)w/M28 Link. Medium caliber cartridges are composed of various components. Some of the main components are: cartridge cases (steel, brass, and aluminum), steel projectile bodies, primers (electric & percussion), tungsten penetrators, links (M28, M14A2N, and MK7), black powder flashtube assemblies, fuzes (M758, M505, M759, and FMU-151/B) , aluminum/plastic windscreens & nose caps, molded plastic sabots, fluted copper shaped charge liners, explosives (booster pellets, propellants, tracer pellets, high explosive mixtures and incendiary mixtures). These are just a few of the various compone nts associated with medium caliber cartridges. The Government Technical Data Packages contain the performance specification and top-level drawings. These technical data package (TDP) are classified ??????Distribution X, Limited Distribution??????. Distri bution Statement X means the TDP cannot be distributed on the Internet and contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Sec 2751 et seq.) or the Export Administration Act of 1979, as amended, Titled 50, U.S.C., App 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate IAW provision of DOD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top two drawings (See ww.dlis.dla.mil/jcp for instructions and information). After receipt of required certification, request a copy of the specification and top level drawings via e-mail to schmollj@osc.army.mil, This request must include Cage Code, Comp any Name, Address, Phone, E-mail Address and Point of Contact. A respondent to this market survey must have available the facilities and skills required to manufacture and demonstrate via test that these cartridges meet all government specification require ments. Specific production capabilities and skills required to manufacture the various cartridges include: specialized skills and equipment to produce and test the projectile body, in addition to fuzes, which are critical to some of the cartridges; case p rime machines to insert the percussion primer into the cartridge case; trace equipment for tracing the projectile; nose and body charging machines for adding explosive incendiary mix to the projectile body; sabot and projectile assembly equipment; cartridg e Load, Assemble, and Pack (LAP) equipment to weigh and load propellant, insert the projectile body/assembly into the cartridge case, crimp the case to the projectile body, gage cartridge chamber height, and link and pack-out the cartridges; ballistic test facilities and equipment for measuring velocity, pressure, action time, and dispersion; ability to load High Explosive Incendiary into the projectile; etc. Production support equipment includes material handling systems, tool room equipment, furnaces fo r heat treat and annealing, metal forming and machining equipment, adnodize and phosphate systems, ultrasonic test equipment, and metrology and metallurgy labor atories. Production of the various cartridges is very complex and requires sophisticated industrial capabilities. Skills required to produce these cartridges include: ammunition process/design engineers; set-up mechanics and operators familiar with the pro gramming and operation of ammunition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultra sonic technicians, metallurgists; ballistics test personnel to perform in-process ballistic testing, First Article Test (FAT) and Lot Acceptance Test (LAT); machine operators for set-up and operation of various metal forming and machine tool production manufacturing equipment; personnel with expertise to control heat treat, quench, and temper of metal products in order to obtain ductility and hardness requirements; personnel familiar with phosphate and anodizing systems; ultrasonic technicians; personnel with extensive expertise in the manufacture and handling of propellant; and personnel with the skills needed to maintain equipment and facilities unique or special to the manufacture of ammunition. Obtaining the critical skills needed to manufacture and provide high quality ammunition in a timely manner may take time. Due to the customer??????s demand for timely deliveries, the producers must be able to successfully conduct/complete a First Article Acceptance Test within 150 days after award, with the fir st production delivery due within 180 days after award. A respondent??????s production capacity must be sufficient to manufacture an average quantity of 2,000,000 cartridges per year. A respondent??????s production capacity for the M789 LW30mm HEDP Cartri dge must be sufficient to manufacture a total of 600,000 cartridges per year. Government furnished material for 20mm cartridges may include MK3 metal pallets and M548 ammo containers. Government furnished material for the PGU-15/B Cartridges will include CNU-332/E containers and tube and strap assemblies. Government furnished material for the M793 and M910 cartridges will include PA125 Containers and metal and/or wood pallets. Contractors for the LW30mm M789 and M788 cartridges will be required to provi de the M592 cans. Interested U.S./Canadian firms who feel they are capable of manufacturing any of the above listed cartridges are invited to indicate their interest by providing the Government a specific list of the cartridges they are interested in prod ucing and also a brief summary of their company??????s capabilities, facilities, personnel and past manufacturing experience as it relates to the above criteria.
