Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotation (DTCG87-04-Q-6430001) incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-16. The North American Industry Classification System (NAICS) code is 811310. The small business size standard is 6.0 million. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The procurement will be awarded as a firm-fixed-price contract. The intent of (Item 001) is to provide all equipment, parts, common and special tools, travel and incidentals necessary for the contractor to perform complete replacement of Detroit Diesel; model 6V-92TA DDEC diesel engine; engine family NDD0552FZG4, with remanufactured Detroit Diesel engine with a twelve (12) month warranty, and reassemble existing drive engine. The intent of (Item 002) is to provide all equipment, parts, common and special tools necessary for complete replacement of the main hydraulic pump on Blower Engine, right ribbon drive/flush motor on Snow-Blower Head, and flushing of the complete Auxiliary Hydraulic System for the Oshkosh Snow-Blower. The intent of (Item 003) is to provide left ribbon motor F.O.B. LORSTA Port Clarence at earliest available time for installation by Coast Guard personnel. Existing Drive Engine, main hydraulic pump, right and left ribbon motors shall be returned for remanufacturing and recovery of core charges. Engine is installed in an Oshkosh HB-series snow blower, located at U.S. Coast Guard LORAN Station Port Clarence, Port Clarence, AK. LORAN Station Port Clarence, Alaska is located seventy-five miles northwest of Nome, AK at Point Spencer in Port Clarence Sound. There are no roads to LORAN Station Port Clarence. The LORAN station can only be accessed by, commercial aircraft or charter boat from Nome, AK. There is limited commercial transportation available to LORAN Station Port Clarence. Coast Guard personnel will provide transportation to and from the Port Clarence Airport. Contractor shall coordinate all transportation (commercial or Coast Guard) and/or make arrangements for Coast Guard transportation with the Commanding Officer of LORAN Station Port Clarence (LORSTA CO). All work shall be in accordance with all referenced and implied Oshkosh Truck Corporation and Detroit Diesel specifications. Contractor shall complete a written report summarizing all work. All inspections, repairs and adjustments are to be performed by a factory-trained and certified mechanic for work on all evolutions. A written notice of acceptance issued by the Contracting Officer will establish the completion of this contract. The COR will conduct a final inspection when the Contractor is finished with the work and will determine if all work satisfies the contract requirements. Contractor shall comply with all applicable federal, state and local laws and regulations concerning environmental pollution prevention, control, and abatement. Quarters and Messing will be provided while on board LORAN Station Port Clarence with a shared room provided at no cost. Head and shower facilities will also be available. Laundry machines will be available for use at times designated by the LORAN Station Commanding Officer. Three meals will be available daily at a cost to each person of approximately $8.15 per day, payable by personal or company check prior to departure. Prior to commencement of work, submit to the COR a complete list of all employees, representatives, and subcontractors, including name, age, and address.
